Norin the Wary is by far one of the best commanders, if not THE best commander, in the format.

Pros:

He cost 1 mana, so he gets to work right away.

He's mono colored, so there isn't any need for mana fixing.

He's practically immune to spot removal, field wipes, or anything else that comes in spell form.

He works great with ETB triggers.

Cons:

He can't successfully attack or block (oh well... he was meant for greater things).

Torpor Orb, Humility, and Stifle effects will shut Norin down.

Honestly, it's difficult to really summarize just how great Norin is as a commander, and how well he combos with all of the cards in this deck, so I will simply let the cards speak for themselves.

COMBOS

Confusion in the Ranks + Norin the Wary

Confusion in the Ranks works by itself as a method of keeping any player from controlling their own creatures, artifacts, and enchantments for any reliable amount of time. When combined with Norin, creature exchange turns into recruiting my opponents' creatures into my ever increasing army. In group games (3 or more players), Panharmonicon allows me to play politics with my opponents, by giving them control of each other's creatures.

Genesis Chamber + Norin the Wary

On every turn (both mine and my opponents') I get a Myr token. The more players, the bigger my army. Myr tokens also make great sacrifices for Goblin Welder, so I can get back my important artifacts from the graveyard. If Confusion in the Ranks + Norin the Wary isn't taking my opponents'creatures quickly enough, then I can trade some Myrs for their heavy hitters. Panharmonicon doubles token production.

On every turn (both mine and my opponents') my opponents and/or their creatures will be taking damage. This is, yet again, another instance where the more players' turns there are in a given round, the greater value I get from these combos. If I also toss a Genesis Chamber and/or Panharmonicon into the mix, then I just sit back and watch my enemies burn before me!!!

Goblin Matron + Kiki-Jiki, Mirror Breaker

Imperial Recruiter + Kiki-Jiki, Mirror Breaker

These combos are strong, because they only requires that I have Goblin Matron or Imperial Recruiter to begin with. With Matron or Recruiter, I can fetch Kiki-Jiki, hopefully play him the same turn, and then use his own ability to make a copy of Matron or Recruiter, so that I can fetch an additional creature (usually Krenko, Mob Boss with Matron). Obviously, from there I can continue to make copies of Matron/Recruiter every turn, granting me access to all of the best creatures in my deck. Panharmonicon, as always, doubles my ETB effects, granting me an additional fetch with Matron or Recruiter.

Panharmonicon + Sculpting Steel

You may have noticed that Panharmonicon combos well with most of the deck. So then, why not create more madness with additional ETB triggers by copying Panharmonicon with Sculpting Steel. Let's go down the list, shall we? Confusion in the Ranks let's me play politics with up to two of my opponents, moving creatures, artifacts, and enchantments around the table as I see fit. Genesis Chamber will give triple Myrs. Goblin Matron will fetch 3 Goblins. Imperial Recruiter will fetch 3 creatures with power 2 or less. Impact Tremors will dish out 3 damage to each player per 1 creature entering the battlefield under my control. Pandemonium and Warstorm Surge will deal triple damage to target creature or player (or more accurately, will let me choose up to 3 targets to deal damage to). Purphoros, God of the Forge will will dish out 6 damage to each player per 1 creature entering the battlefield under my control. Solemn Simulacrum will fetch 3 Snow-Covered Mountain, and put them into play (great synergy with Valakut, the Molten Pinnacle). Finally, Zealous Conscripts steals up to 3 permanents from my opponents, and when combined with Kiki-Jiki, Mirror Breaker acts as an Insurrection for all permanents, on top of an army of infinite Zealous Conscripts.
