Mulligan until you have Quest for Ula's Temple in your opening hand. Priority #2, after you cast the Quest, is to scry so that you have ONLY creatures on the top of your library, so ideally by turn 4 you can start throwing down huge sea monsters. Priority #3 & 4: Get Trench Gorger and Selective Memory , remove all lands and scryers. Then it's aggro ftw. Thassa is cheap too, so she can be casted even though I exile all lands--and she scrys!

Lots of counter spells to keep the Quest alive. Brainstorm can quickly up those quest counters while keeping my mana open for a counter spell, just in case.

This deck often gives me a 20/20 with trample on turn 4.

If you are really seeking budget, don't bother running Thassa, God of the Sea. She's really useful, though.
