Welcome to Oona's Faerie Mill, a deck dedicated to milling your opponents out while pesky little 1/1 fliers bother them the rest of the time. This deck was created with the original idea of just making Faerie Tribal with Oona leading the charge, but I determined that the mill strategy could be viable enough to make it work, especially when life loss is associated with it. It had undergone a few iterations, with this most recent iteration leaning more towards the mill strategy. I attempt to explain my card choices in a few key categories for making the deck work.
The tribe.

Faerie Artisans: Just a damn good card. I find that what it does best is help me with getting ETB triggers that my deck cannot pull off usually.

Faerie Harbinger: Tutor up one of many pretty useful Faeries.

Glen Elendra Liege: Probably the weakest liege out there, but it is a Faerie and it does pump the team.

Oona's Blackguard: Give the tokens made by Oona an additional 1/1 counter and make them scarier by threatening opponents with discard. Also buffs the tokens made by Bitterblossom and Notorious Throng.

Puppeteer Clique: Can get the best creature in an opponent's graveyard and then exile it at end of turn, twice. Can be done even more times if Deadeye Navigator is around.

Scion of Oona: Protects Oona and the rest of the faeries while buffing the team. Can be used at instant speed too!

Vendilion Clique: Just a good Faerie.

The primary win condition in this deck.

Fleet Swallower: Traumatize on an attack trigger.

Mirko Vosk, Mind Drinker: Mind Funeral on a combat damage trigger.

Nemesis of Reason: Glimpse the Unthinkable on an attack trigger.

Phenax, God of Deception: Allows all of the creatures in the deck to contribute to the mill plan.

Sire of Stagnation: Really makes opponents not want to play lands. What could be more annoying?

Mind Grind: Usually meant to act as a finisher if the game has gone on long enough. Opponents tend to not have more than 15 lands left in their deck at some point.

Traumatize: One-time mill half of an opponent's deck.

Altar of the Brood: If this is a turn-one play, which is when it should always be played, it does some real work over the course of the game.

Mindcrank: Mill in addition to damage.

Fraying Sanity: Helps to really target down an opponent that might need to be milled out faster.

Memory Erosion: Make your opponents mill everytime they want to play something

Patient Rebuilding: Really expensive, but can really help you dig your way out of a jam sometimes.

Psychic Corrosion: Table-wide mill everytime you draw a card. Pretty dece.

Sphinx's Tutelage: Make people mill everytime you draw a card. Potentially more than 2 cards too!

What would a UB deck be without a little bit of control?

Glen Elendra Archmage: Can counter two impactful non-creature spells. Even more if Deadeye Navigator around.

Mistbind Clique: Can be used to really lock opponents out if Deadeye Navigator and faerie tokens are around.

Spellstutter Sprite: Will almost always be able to counter something impactful. Can be really out of control if, you guessed it, we have Deadeye Navigator.

Thieving Sprite: Similar to Spellstutter Sprite in that we can control our opponents through an ETB trigger that gets better the more Faeries we have except we make opponents discard cards instead.

Black Sun's Zenith: Board-wipe.

Damnation: Board-wipe.

Decree of Pain: Board-wipe with card draw.

Counters: Counterspell, Cryptic Command, Disallow, Faerie Trickery, Mystic Confluence, Rewind.

Cyclonic Rift: You already know.

Leyline of the Void: Sometimes we play up against decks that do not mind getting milled during the game. Do we need to deal with them somehow?

Cards that generate shear value.

Baleful Strix: Draws a card and a deathtouch flying blocker.

Consecrated Sphinx: Let me just refill my entire hand really quickly.

Crypt Ghast: Get some double mana. Best friends with Urborg, Tomb of Yawgmoth.

Deadeye Navigator: Can flicker a lot of different creatures in the deck to get immense value.

Notion Thief: Let me just refill my hand with what was supposed to be your cards.

Sidisi, Undead Vizier: Tutor any card in the deck. Can be further abused with, well, you can guess.

Trinket Mage: Get Altar of the Brood, Sensei's Divining Top, Sol Ring, or Skullclamp.

Beseech the Queen: Late game tutor that is on point flavor-wise.

Distant Melody: Can draw an insane amount of cards if cast at the right time.

Notorious Throng: Can almost always pay the prowl cost. It is very easy to enable the extra turn condition.

Rings of Brighthearth and Illusionist's Bracers: Double Oona's activated ability or other activated abilities from creatures such as Duskmantle Guildmage.

Blue Sun's Zenith: Continuous hand refill.

Bitterblossom: Get a 1/1 Faerie Rogue with flying each turn.

Dire Undercurrents: Effectively turns the Faeries made by Oona into little ETB monsters as well. Also supports other creatures in the deck.

Leyline of Anticipation: Flash in everything. Never play on your turn.

Rhystic Study: Potentially easy card draw.

Training Grounds: Reduce the cost of Oona's activated ability as well as those for some other creatures.

The easiest win condition to achieve in this deck is Mindcrank with either Duskmantle Guildmage or Bloodchief Ascension also on the battlefield with a mill outlet, which Duskmantle Guildmage can serve as. If the second piece is Duskmantle Guildmage, you can activate his first ability to ensure that any time a card enters a players graveyard, they lose 1 life. If Mindcrank is around, then they will have to mill due to the life-loss and thus lose another life and so on. This combo is much easier when you have an effect that will make all of your opponents mill at the same time. Otherwise, you need separate mill triggers to end the game.

The other option is to have Bloodchief Ascension down with 3+ quest counters on it. Then, whenever a card enters an opponents graveyard, they lose 2 life and mill 2, causing 2 more Asecnsion triggers and so on.

The only way for opponents to survive through this combo is to disrupt one of the pieces since it mills and deals damage in an infinite loop.

Unfortunately, Oona herself does not cannot contribute to this combo :(.
