Counter all the things! Throw drakes in their face!
The idea is to lock down our opponent with counterspells until turn 4 then drop Talrand, pay the life to cast whatever Phyrexian spells we have in hand, and swing with a squadron of drakes on turn 5 and beyond. The emphasis on Phyrexian spells allows us to feed Talrand's ability fast and often.
Skywise Teachings isn't as good a 2/2 flyer factory as the big blue guy, but gives us another chance to reach our win condition and (given that most of our spells are 1-2 CMC and/or can be paid for with life) there will be sufficient mana to feed it more often than not.
Surgical Extraction is a boss card that gets even better when it's creating a 2/2 drake, and can lock down some decks that rely on one or two key cards if there happens to be an instance of said card in the graveyard (i.e. if we've already countered it once!).
Noxious Revival earns its slot due to its Phyrexian cost and synergy with Surgical Extraction. Some decks will be kneecapped by even one Extraction, not many can take 3-4 instances of it and remain playable. Revival can also be used to force dead draws on our opponent or recur our own best cards too.
The counterspells component is pretty fluid and composed of what I have/can afford for now. This will be upgraded over time, a few FoW powered drakes one day is the dream :)
Gitaxian Probes help feed Talrand, and ensure we're using our counterspells more effectively.
