The idea of this deck is very simple, make a third of every other modern deck essentially useless. You don't care about creature removal, it doesn't effect you, and nothing seems important enough to counter.
Early Game
You start out throwing some
Judge's Familiar
s to to get some thing in play, then you delay until turn 3 or 4 when you play an
Kefnet's Monument
. Then you basically only play minimal things during your turn from here on out. You stair your opponent in the eyes as you end your turn without tapping a single land because you can do your basically your entire turn during their turn.
Screwing with the Enemy
You use blinking to chump block your enemy with nothing. You can cheat out
Faerie Impostor
and/or
Quickling
by targeting themselves with their own ability and then sapping another one into play before that entry trigger resolves, targeting the first. Your enemies creature removal is all but useless against your deck as you can just blink them out of the way. Nothing in your deck seems important enough to counter but you have
Spellstutter Sprite
and a few other counters just in case.
As long as you have at least one
Spellstutter Sprite
in play or your hand, all
Faerie Impostor
and
Quickling
act as powerful counter spells.
It's important to note that you need to be in control while you are blinking things. Don't spend too much mana while doing this or an enemy will just counter one of your blinkers mid combo. This will bring your deck to a screeching halt and hurt your ability to stave them off and build your win condition.

Oh and while you are flashing creatures in and out of play in front of your enemy don't forget that you are triggering both Oketra's and
Kefnet's Monument
s. Spew out 1/1s with vigilance. Keep their creatures tapped (you can chump block forever but that takes too much effort.) This is the primary win condition as you can get these guys out on the field very fast using
Faerie Impostor
and
Quickling
.
Dust Elemental
serves three purposes. It is a large, hard to block body that can chew up your enemies life, it can zoom in to block and kill an attacking creature, it can return a bunch of faeries to your hand for more trolling. It can do these three things all at once.
Deck Balance
This deck has very few lands in comparison to most decks I use. A good chunk only costs 1 mana, and the rest get down to that level, so you don't need much. White is really only splashed in for some cheap creature removal and late game Dust Elemental.
