Welp, here's my Narset Superfriends deck. It's fun and just unreliable enough to not be insufferable. If you're looking at building her more cheaply, my maybeboard has a lot of cards I've since upgraded as well as a few things I intermittently toy with. The deck has been "complete" for about a year now, barring new cards and two unnecessary but alluring lands. The sideboard is not a real sideboard, obviously, it's just a place to keep track of which printings of Narset I have (gotta catch em all!).

There's still a few pet cards in here, like Triclopean Sight and a couple cipher cards. If I was desperate or more competitive I could yank those- even replacing them with land would probably be a significant improvement. I should add that even as it stands my deck can actually get Narset out on turn 1 (!!!), and consistently has her out by turn 4 (less !!! but still important). The lone extra turn card, Savor the Moment, is a personal favorite, as it's decidedly fair, it's cheap enough to hard cast in a pinch (such as after recasting Narset late-game, without haste), and at the very worst it's a three-mana blue Explore.

If you're playing around with this or another Narset build I don't have too much advice. Keep an opening hand that will let you have 3 mana by the time turn 3 starts. There's nothing you'll necessarily need or want in your opening hand besides land and mana rocks. In terms of building, I've found that keeping the curve on your rocks as low as possible is the way to go. Sure, you might cast Dreamstone Hedron for free, but it's usually not good in your early turns.
