Cards which violate each rule (or as close as possible):

Rule 1: Any planeswalker commander (https://scryfall.com/search?as=gridℴ=name&q=oracle%3Acommander+type%3Aplaneswalker), or any partner commander (https://scryfall.com/search?q=oracle%3Apartner+-oracle%3Awith&unique=cards&as=gridℴ=name).

Rule 2: The best I can offer here is Painter's Servant or Extort cards (https://scryfall.com/search?q=oracle%3Aextort+-oracle%3Aextorti&unique=cards&as=gridℴ=name).

Rule 3: Here we have Serum Powder and all Companions (https://scryfall.com/search?q=keyword%3Acompanion&unique=cards&as=gridℴ=name). We also have Karn Liberated to restart the game.

Rule 4: There's a couple here (https://scryfall.com/search?q=oracle%3Adeck+oracle%3Anamed+-oracle%3Acompanion+legal%3Acommander+-set%3ACN2&unique=cards&as=gridℴ=name). Sure, specific overrules general, but we're trying here.

Rule 5: All I can offer is Providence .

Rule 6: This is a tricky one. Multiple approaches to breaking this. There's the "it may be cast", broken with these (https://scryfall.com/search?q=O%3A%22can%27t+be+cast%22+legal%3Acommander&unique=cards&as=gridℴ=name). Or, we circumvent the two casting cost, using either Myth Unbound or Liesa, Shroud of Dusk .

Rule 7: This is a tricky one, but it is technically possible to violate. If you can get a commander on top of a deck, you can activate Pyxis of Pandemonium . You could also give someone a Inverter of Truth or a Bomat Courier which is forced to attack.

Rule 8: Sadly, I think this is incontrovertible, no matter what we pull. Properties cannot be tampered with (yet).

Rule 9: Abyssal Persecutor is the only way to do this without getting convoluted in donating Lich's Mastery , Platinum Angel , or Angel's Grace . Rule 10: Three cards here (https://scryfall.com/search?q=oracle%3A%22legend+rule%22&unique=cards&as=gridℴ=name).

Rule 11: Technically, there's nothing stopping you playing any of these (https://scryfall.com/search?q=oracle%3A%22outside+the+game%22+legal%3Acommander&unique=cards&as=gridℴ=name) cards. They just... don't really do anything.

Now, making a deck that meets all of these conditions is going to be a challenge.

It makes me deeply sad that neither Lutri, the Spellchaser or Yorion, Sky Nomad are allowed in EDH. Yorion, for sure, would work as the Companion for this deck. Alas.

This deck is about 3000 miles from being good, but it does what it says on the tin.
