Cards which violate each rule (or as close as possible):

Rule 1: Any planeswalker commander (https://scryfall.com/search?as=gridℴ=name&q=oracle%3Acommander+type%3Aplaneswalker), or any partner commander (https://scryfall.com/search?q=oracle%3Apartner+-oracle%3Awith&unique=cards&as=gridℴ=name).

Rule 2: The best I can offer here is Painter's Servant or Extort cards (https://scryfall.com/search?q=oracle%3Aextort+-oracle%3Aextorti&unique=cards&as=gridℴ=name).

Rule 3: Here we have Serum Powder and all Companions (https://scryfall.com/search?q=keyword%3Acompanion&unique=cards&as=gridℴ=name). We also have Karn Liberated to restart the game.

Rule 4: There's a couple here (https://scryfall.com/search?q=oracle%3Adeck+oracle%3Anamed+-oracle%3Acompanion+legal%3Acommander+-set%3ACN2&unique=cards&as=gridℴ=name). Sure, specific overrules general, but we're trying here.

Rule 5: All I can offer is Providence .

Rule 6: This is a tricky one. Multiple approaches to breaking this. There's the "it may be cast", broken with these (https://scryfall.com/search?q=O%3A%22can%27t+be+cast%22+legal%3Acommander&unique=cards&as=gridℴ=name). Or, we circumvent the two casting cost, using either Myth Unbound or Liesa, Shroud of Dusk .

Rule 7: This is a tricky one, but it is technically possible to violate. If you can get a commander on top of a deck, you can activate Pyxis of Pandemonium . You could also give someone a Inverter of Truth or a Bomat Courier which is forced to attack.

Rule 8: Sadly, I think this is incontrovertible, no matter what we pull. Properties cannot be tampered with (yet).

Rule 9: Abyssal Persecutor is the only way to do this without getting convoluted in donating Lich's Mastery , Platinum Angel , or Angel's Grace . Rule 10: Three cards here (https://scryfall.com/search?q=oracle%3A%22legend+rule%22&unique=cards&as=gridℴ=name).

Rule 11: Technically, there's nothing stopping you playing any of these (https://scryfall.com/search?q=oracle%3A%22outside+the+game%22+legal%3Acommander&unique=cards&as=gridℴ=name) cards. They just... don't really do anything.

Now, making a deck that meets all of these conditions is going to be a challenge.

Logical Walkthrough of Deckbuilding Process Show

Rule 1, Planeswalker partner means it has to be red or black, with Jeska, Thrice Reborn or Tevesh Szat, Doom of Fools .

Rule 5, Providence , means it has to be white.

Therefore, companions: Gyruda, no. Odd cmcs. Jegantha, no, too many colours. Also Providence {W}{W}. Kaheera still possible. Keruga not possible, as it's Simic, and we can't fit both blue and green in. Lurrus, no. 'walker partners violate the condition. Lutri, banned. Obosh still possible. Umori, no. 'walker and sorcery. Yorion, no. Not allowed in EDH. Zirda, still possible.

So, Kaheera, Obosh, or Zirda.

Rule 2, Painter's Servant violates all three of these. We either scrap a Companion or scrap Servant. Rule 2 is still violatable with Extort creatures.

Rule 3, Serum Powder is fine. Add it. Karn Liberated also fine.

Of rule four, only Persistent Petitioners and Shadowborn Apostle are fine with Zirda, only Relentless Rats and Shadowborn Apostle with Obosh, and none with Kaheera. Kaheera is scrapped. Rat Colony and Seven Dwarves fail all, but go maybeboard nonetheless. Companions are looking dodgy.

Rule 5, handled.

Rule 6, Liesa cannot be the commander, or we fail on Rule 1. Therefore either Myth Unbound or "can't be cast" in AEther Storm , Conjurer's Ban , Gaddock Teeg , Meddling Mage , Nevermore , Null Chamber , Sanctum Prelate , or Voidstone Gargoyle . Teeg and Prelate only hit non-creature spells. They suck. Conjurer's Ban isn't permanent. Sucks. Only Aether Storm gets around Zirda, and Nevermore and Gargoyle around Obosh. Increasingly looking like the companions will have to go.

Left with: Myth Unbound , AEther Storm , Meddling Mage , Nevermore , Null Chamber , and Voidstone Gargoyle in the maybeboard.

Rule 7. Pyxis is fine. Added. Inverter of Truth fails both companions, though Bomat Courier passes both. Courier in. Pyxis will need some assistance, as will Courier, but we'll get there.

Rule 8, nothing to do.

Rule 9, Abyssal Persecutor fails both companions again. We either scrap them or get coNvOLuTeD. Gideon of the Trials passes both, as does Angel's Grace . Both in. Lich's Mastery and Platinum Angel would be nice to get in, but Mastery violates both and Angel violates Zirda. Strong leaning towards black though.

Rule 10, Zirda stumbles and fails. All three cards violate their restriction, so Zirda is gone. If we are to have a companion, it is Obosh. Time to add all maybe-boarded odd cmc cards. Sakashima of a Thousand Faces fails this, but we get Brothers Yamazaki and Mirror Gallery .

We now pause to add all odd cmc cards. Myth Unbound , Nevermore , Platinum Angel , Relentless Rats , Shadowborn Apostle , Voidstone Gargoyle . Our initial walker-partner imposition of three colours means we're in Mardu, between Obosh and Providence, but we can always return to considering Obosh later.

Rule 11. Wishboards. Nothing stopping us being able to fit at least some of these cards in, so we'll leave it for now, and loop back through to looking at Mardu partners that are Obosh-able. We have 30 (https://scryfall.com/search?q=commander%3AWBR+keyword%3Apartner+-keyword%3A%22partner+with%22&unique=cards&as=gridℴ=name) to choose from, but it must contain white because our 'walker is either Tevesh or Jeska. Once we filter it to two-colour partners with at least some white, we are left with just four. (https://scryfall.com/search?q=commander%3AWBR+keyword%3Apartner+-keyword%3A%22partner+with%22+colour%3EW&unique=cards&as=gridℴ=name). Two of these violate Obosh, so if we keep our companion we're left with Ravos, Soultender or Tymna the Weaver . Means we must have Jeska, Thrice Reborn . Commanders decided.

Myth Unbound back to the maybeboard.

So, next run through (like good computer scientists we loop until all are sorted): 1. sorted 2. add some extort cards of odd cmc I'll be nice and put the even ones in maybeboard so they don't feel left out. Of course, now that I stop and think about it, including Extort cards only makes sense if we're explicitly not in Orzhov. Methinks we must break the loop and restart.

So, following past logic: - start with Providence. - therefore walker commander must be Jeska, to not be Orzhov - no black cards allowed. - therefore the only four-ofs allowed are Persistent Petitioners or Seven Dwarves . Obosh is gone. Goodbye companions. Rules 2, 3, 4 and 6 have a lot of overlap. It was inevitable that they would eventually restrict my choices too far. Sidenote: colour identity will be entertaining to play around with cards like Rograkh, Son of Rohgahh , Arlinn Kord  , or Garruk Relentless  . Also, any devoid spells.

So, having removed Obosh, there is no necessity to be Mardu. In fact, we are explicitly !B.

Loop

Restart the loop. Dump everything back to the maybeboard.

1. walker commander, Jeska. Other partner, two colour, >W, !B. Akiri, Line-Slinger , Bruse Tarl, Boorish Herder , Ishai, Ojutai Dragonspeaker , and Sidar Kondo of Jamuraa . The sensible move would be to exclude the boros partners, as they limit our potential card pool substantially.

2. Painter's Servant and all white Extort cards now allowed in. Get in. Goodbye black Extorts.

3. Serum Powder, Karn Liberated. As we've established, Companions can suck it.

4. No black allowed. Seven Dwarves in, Persistent Petitioners leans us towards blue with Ishai. Goodbye rats and apostles. For the next loop: Persistent Petitioners .

5. Handled. Providence.

6. We'll add the white cards, and stare forlornly at the rest. For the next loop: Myth Unbound , AEther Storm , Meddling Mage .

7. Inverter of Truths is black. Courier is fine, Pyxis is fine, both will need support. For the next loop: cards to facilitate.

8. Inviolate.

9. Abyssal Persecutor , Lich's Mastery are both black. Sad. Gone. Gideon of the Trials , Angel's Grace , and Platinum Angel are okay. Added. For the next loop: cards to facilitate. Donate , Hive Mind , Mindslaver etc.

10. Mirror Gallery and Brothers Yamazaki are both fine. Sakashima of a Thousand Faces gets in if we go blue. For the next loop: clones to make Brothers and Gallery relevant.

11. Wishboards! 16 cards: Burning Wish , Coax from the Blind Eternities , Cunning Wish , Death Wish , Fae of Wishes , Glittering Wish , Golden Wish , Karn, the Great Creator , Legion Angel , Living Wish , Mastermind's Acquisition , Research / Development , Ring of Ma'ruf , Spawnsire of Ulamog , The Raven's Warning , Vivien, Arkbow Ranger .

Scrap the black, scrap Research / Development because it's Temur and we can have blue OR green, not both. Down to 13 cards. Add boros ones, then to be considered on next loop through.

This is where I believe we must decide if we are green or blue. I would be fairly willing to commit to the fact that as much as I would love to have Myth Unbound in the deck, we must instead be satisfied with the method we have achieved to circumvent rule 6. Therefore, we are settled (sadly) on blue.

Remove green from sideboard - wishes, myth, sidar and vivien.

6. Aether Storm, Mage in. Consider Pithing Needle type effects to name aether storm for maximum misery.

7. We'll need donate effects, top of library effects, and goad effects. Next loop.

9. Facilitation. Angel's Grace only works with Hive Mind , and somewhat with Eye of the Storm . Curse of Echoes and Knowledge Pool kiiiiind of work, but "may" is not an acceptable word in my magic world. Platinum Angel works with Donate effects. Donate , Harmless Offering , Role Reversal , Bazaar Trader , Fractured Identity , Djinn of Infinite Deceits , Daring Thief , Inniaz, the Gale Force , Wrong Turn , Legerdemain , Cultural Exchange , Switcheroo , Shifting Loyalties . Gideon requires the same barrage of donation effects, accompanied by stealing their turn. Mindslaver , Emrakul, the Promised End are the only Jeskai effects.

10. In goes Sakashima. Clone effects next! We're copying our creatures and 'walker, so:

11. for walkers: Clever Impersonator , Sakashima's Protege , Spark Double . Yes, technically, could do it by turning the 'walker into a creature, artifact, enchantment, etc., but we're starting simple.

12. for creatures: there's a lot of these. We'll just grab some good ones. Dack's Duplicate , Glasspool Mimic  , Mirror of the Forebears , Phyrexian Metamorph , Saheeli Rai , Sakashima's Student , Unstable Shapeshifter , Vizier of Many Faces .

13. Throw in all the wishes. Some cards that go well with Karn, and done. Argent Mutation , Liquimetal Coating , Memnarch , Myr Landshaper .

Next loop

1-5 sorted.

1. added pithing needle etc.

2. bomat courier, whilst entertaining, is possibly about 300% too cute. Requiring putting a commander on top of a library, the opponent not to choose the replacement effect, cast courier, donate courier, force it to attack, without the opponent seeing the line of "pay {R}", then kill it with the ability on the stack. Bomat Courier scrapped. Cards to go top of library for Pyxis: Azorius Charm , Dovin's Dismissal , Hinder , Prophecy , Teferi, Timeless Voyager , Teferi, Hero of Dominaria , Commit / Memory , Metamorphose , Unexpectedly Absent .

8-11 sorted.

Finally, we're going to throw in some colour identity-screwy cards. Colour indicators, devoid, etc.

CI: kobolds. The only jeskai-playable cards with colour indicators and no other colour identity.

Devoid has 46 WUR cards (https://scryfall.com/search?q=keyword%3Adevoid+commander%3AWUR&unique=cards&as=gridℴ=name).

Sort by rarity to get the playables, throw in a cursory 2-3. I like processors, so...

Trimming

We're at ~90 cards. Start by cutting useless wishes, keeping the ones that actually do something, rubbish extort cards, and some of the (many) clone and donate effects.

Finally, lands. Doesn't really matter. Do what you like.

Closing notes

It makes me deeply sad that neither Lutri, the Spellchaser or Yorion, Sky Nomad are allowed in EDH. Yorion, for sure, would work as the Companion for this deck. Alas.

This deck is about 3000 miles from being good, but it does what it says on the tin.
