The wolf gets hungry. Targeted removal and edicts clear the chaff, the exile effect during upkeep blows out everything else. The trigger goes on the stack every upkeep that Sarulf has +1/+1 counters but removing the counters to eat the world is optional. Sometimes it's way better to have a thicc boy for beating face, especially if the land count is low.
