Right now if you look for a cEDH Sisay list you are likely to find a flash hulk variant. It's what is considered most optimal for her. However, there are many reasons why a hatebear consult aproach is going to be on par if not better than this. For one, these flash hulk variants are spread out and row a low legend count, this creates a disjointed deck feel that doesn't take good advantage of their commander creating essentially a worse version of other 5c flash decks such as Kenrith. Our deck is going to make Sisay good and a key part of our strategy. Landing her and passing turn with potential for a slew of instant speed hatebears and interaction. As well as this, Sisay eliminates some of the key weaknesses of hatebear strategies. A lot of hatebear strategies struggle in some instances because simply dropping a bear and hoping it stops your opponents from going off is becoming less and less viable. Sisay is going to allow you to keep your mana open to interact. All your hate pieces with her can be instant speed, all with her are uncounterable, and you are going to be able to always grab just the right one. These three things are things that hatebear strategies are weak at and Sisay eliminates all three in one foul stroke. We are going to take full advantage of her hear and create a stronger more flexible hate bear deck in 5c.
As of the rule change, our young friend Jace, Wielder of Mysteries is a legend now. The wincon of this deck is typical consult. We run everything but og labman in this deck i.e. Demonic Consultation,Tainted Pact,Thassa's Oracle, and Jace, Wielder of Mysteries. You all know the gag, resolve one of the labman effects and exile your library in response to win the game. However, in our deck we have a Jace tutor in our command zone, making it feel like a card+commander combo a lot of the times. As well as labman Jace we also run Jace, Vryn's Prodigy  , who if flips can win with our library exile effects given enough mana. With a half of one of the best combos in the format being coincidentally fetchable by our commander, the consult plan is given a lot of redundancy in our deck and makes up for our less foccused hatebear strategy.
Scrolling through the list above you probably found an odd hoedown of legends which might not seem like good includes to you. The fact is we plan on getting maximum value out of our commander and we intend to run the legend package to do so. Here is a breakdown of some of our picks.

  • Anafenza, the Foremost: Anafenza's primary function is to disable any hulk triggers. Every deck needs some hulk hate and it's nice that ours is tutorable with our commander.
  • Ashiok, Dream Render: Ashiok in this deck is going to act as an instant speed tutor counter thanks to Sisay's activation being instant speed, all of the static abillity planeswalkers are going to be a lot better, not to mention that Ashiok also stops hulk triggers as well.
  • Domri, Anarch of Bolas: Domri might make you scratch your head on first look but I assure you, the card is great in the deck. If you find yourself not knowing what to fetch up with Sisay, Domri is going to be a good option most of the time. He buffs Sisay 3 fold thanks to his static. His minus is going to let us slap Sisay (Automatically a 5/4 with him out) at anything on the board. His plus is going to ramp and fix us for more Sisay activations and most importantly, makes our creature spells uncounterable for the turn. In this deck making our fish or hatebears uncounterable is not something to be underestimated, making Domri an extremely versatile card.
  • Jace, Vryn's Prodigy  : Our two drop legends are pretty important in the deck as they enable us to get Sisay up to 4 power like we want. Jace is going to be a great card to fetch up to accumulate card advantage and if your opponents let him flip he can act as a one-card combo with Tainted Pact or Demonic Consultation. Simply cast one or the other to tutor up for Thassa's Oracle or Jace, Wielder of Mysteries then flashback the tutor with Jace to exile your whole deck.
  • Jace, Wielder of Mysteries: The basic reason that consult is our gameplan. Jace can be fetched up with our commander which can make most of the combo be just finding tainted pact or demonic consultation.
  • Karn, the Great Creator: Karn is no joke as most of you would expect and being able to find him right when you need him at instant speed is great too. Perfect to grab when scepter is on the stack or as an Ad Naus is resolving. One-sided null rod is always going to feel pretty good.
  • Lavinia, Azorius Renegade: Lavinia is a great bear to have around. She shuts down a lot of typical ramp pieces, crippling Ad nauses. She also eliminates a good selection of staple counters and cards.
  • Linvala, Keeper of Silence: Just like a lot of our other legends, Linvala just disables so many strategies. Listing them would be pointless but there's just a slew of decks that are slowed or fail to function with a card like this out. Great to have it available from our command zone.
  • Oath of Chandra: As stated, our two mana legends are important. Oath of Chandra is going to act as basically a removal spell with Sisay. 3 damage is enough to kill a lot of good targets in cEDH and the incidental player damage we will get from it as well I'm sure will annoy any Naus player.
  • Oath of Nissa: Oath of Nissa is our only one mana legend in the deck. It can let us get the ball rolling with Sisay if we have drawn no legends naturally and isn't half bad. A nice cantrip for hate bears and lands that happens to be a legend.
  • Oko, Thief of Crowns: Planeswalkers are better in this deck not only since we can fetch them to the battlefield, but since our commander is prone to getting quite large and it's hard for people to kill planeswalkers with combat damage. Oko is no joke as most of you probably know, repeatable beast within is where its at and the exchange ability can stymie a good number of commander based strategies.
  • Wrenn and Six: Wrenn is an all-around good two drop legend. A lot of decks are using dorks as their primary ramp force right now and having a walker that lands early and starts picking them off is nice, not to mention all the other good one toughness creatures i.e. mindscensor etc. .
  • Saffi Eriksdotter: Since we often pass with wubrg open, hoping to fetch out answers to what our opponents do, Saffi is going to offer great utility as a fetch in case our opponents go after our hate bears or commander. Having the gotcha moment of just returning Sisay or an Anafenza after a deluge or trophy is great utillity to have available.
  • Search for Azcanta  : Search for Azcanta isn't there for grabbing with Sisay as much as it is there to have more incidental legends in order to grow Sisay's power. Azcanta isn't half bad either and it can be a great little card selection tool.
  • Vendilion Clique: Vendillion clique is another very valuable piece of interaction for the deck. It can be brought out after any tutor or combo piece lands to grab whatever your opponent found themselves needing. Vendillion is very versatile and like a lot of our grabs will probably unexpected.
  • Venser, Shaper Savant: Shaper, just like clique, is very versatile in this deck. From the command zone it's just a great tool to have. Making it harder for your opponent to combo off or just turning off a pesky card of an opponent for a turn.
