this is a niv-mizzet centered combo deck that uses niv mizzet and curiosity, tandem lookout, or ophidian eye to draw as many cards out of your deck as you want and do that much damage to players. The reasons for not having cards that give you no maximum hand size is because of perpetual timepiece which basically lets you recycle your graveyard to be used in the combo again. The deck also has a wincon for killing players that didn't die to the combo with inner fire and comet storm, or burn from within. Comet storm is the prefered method because if you have drawn 80 or so cards with the combo you can use inner fire to gwet a large ammount of mana then cast comet storm x=40 and have 45 or so targets with multikicker. Another thing to do with comet storm is to leave 3 cards in your deck then use tormenting voice to discard refuse and when you cast inner fire copy it with cooperate. A third way to win or defend yourself while searching for a combo piece is pinging opponents' big creatures with willbreaker out. Also an important note is that to stop the combo when paired with tandem lookout you need to ping a creature. please upvote and suggestions are very helpful.
