budget modern mono white goats with soul warden in it so more up my ally :)
of course you know what soul warden does so that doesnt need explaination
nyx-fleece ram is mostly for blocking early to stay alive
springjack shepherd is the main mechanic. Devotion to white for 0/1 goat token per. kithkin harbinger to fetch for kithkin card (shepherd) and place on top deck.
flickerwisp to exile shepherd and bring back for more goats and 2 devotion. cloudshift instant to save cards needed from death or to cast more goats
mirror entity is for winning. can be anything with shapeshifter so can be gotten by kitkin harbinger; x: all creatures get x/x (beast up the goat hoard)
honor of pure to gain goats power
obelisk easy to cast because of convoke; chose goats; 2/2 to goat
removals: oblivion ring and stasis snare to take care of problems and add devotion
trading post to make goats or draw cards if needed.
possibly later add eldrazi monument but more expensive card; give the goats flying and indestructible.
