drop Sunblast Angel to wipe opponents creatures. Simple black removal and white pacifisms.

question: if i have Norn's Annex out, opponent pays 2 life to attack, then can i activate a creature ability to tap that creature AFTER the opponent paid 2 life to attack with it? I don't know exactly when you can activate creature spells. Thanks.
