The deck is relatively easy to get down. The key cards in this are Wavecrash Triton and Triton Tactics, but if you can pull any form of tapping or drawing in your opening hand, it should bring you to mid game where you'll almost definitely draw one of the two previously mentioned.
SIDEBOARDING:
I'm not going to tell you what to swap out, because that varies from game to game, but I will tell you what kinds of decks you should look out for when choosing your sideboard cards. Also, Council of the Absolute is pretty much an immediate sideboard, since you'll actually know what to name.
Against aggro: Aqueous Form, Curse of the Swine, Disperse, and Wall of Frost will come in handy.
Against control: Negate is a must-have against any control decks because of obvious reasons, but make sure you don't sideboard out a Judge's Familiar. Other than that, you might want a Pithing Needle or two. If you have a Master of Waves or Thassa, God of the Sea you should probably include those against control decks (because of protection from red, and indestructability, as well as good aggro to get the job done).
Against planeswalkers: Pithing Needle. Not much else needs to be said.
Against red or green: Tidebinder Mage. Well duh.
Are there really any other kinds of decks in standard right now?
MAYBEBOARDING
Archon of the Triumvirate is in there because if you know there's going to be a lot of mid-range decks, it's going to be a better choice than Medomai the Ageless in the first games. Last Breath is also really good against heroic decks, because you can wipe out powerful creatures before they become powerful. Thassa, God of the Sea and Master of Waves are going to be good in this deck 100% of the time, but if you don't have that kind of money, don't worry about it. Trait Doctoring is included to stop devotion. If you're going into a serious tournament, there are almost definitely going to be Gods in play, and making sure they stay enchantments is very helpful. If you play Two-Headed Giant with someone with a red deck, Trait Doctoring can effectively ruin an opponent's Master of Waves. It's mostly conditional though. And finally, Supreme Verdict might be helpful if there's hexproof aggro. Though Triton Tactics gets around hexproof.
