With blue as being the main color in most cEDH decks I feel like this can be competitive in the right shell. Stealing things like The One Ring or their no downside mana rocks like Sol Ring to allow you to cast high cost things fast sounds fun.

The main combo is Dramatic Scepter with Balista for the actual kill with Reservoir as backup.

This will also be in some parts a prison deck also with things like Karn and Back to Basics.
