Deck Building Philosophy

My objective was to make something people like playing against, so I read through thousands of comments on r/EDH about what decks, archetypes, themes, commanders, and mechanics people like or dislike playing against.

People want to be able to play their deck their way, so stax, wheels, and chaos are completely out. And while people tend to despise group hug, there is one element no one dislikes: card draw.

Ironically, Kwain is not a meddler, rather like his flavor text suggests: he just wants to speed things up a bit, but it is your choice to draw a card.

How does it play?

I built it as a battlecruiser so we're advancing our board state through Kwain's modest card draw ability to the point where we can swing with big creatures like Ancient Silver Dragon or Soul of Eternity. Along the way we've got the normal amount of ramp and removal to get the card draw engine buffing up our creatures like Chasm Skulker and Toothy, Imaginary Friend.

By the time we get to playing the big creatures, we have a sizable amount of cards on the battlefield and more flowing into our hand which can lead to us winning with Triskaidekaphile if that's what you want to do.

Aphetto Alchemist + Illusionist's Bracers enables us to make mana, creatures, or draw our entire library and gain a ton of life.

You can also win with Thought Lash + Approach of the Second Sun. Thought Lash is not necessary, but it can speed up the approach.

Narset, Parter of Veils is the only mean element in the deck, but I included it because it spices things up a bit.

What's not in here but could be?

Laboratory Maniac and Thassa's Oracle were removed from the deck because they're unfun. You could win on turn 2 with Thassa's Oracle if you have Thought Lash, Hapless Researcher, Sol Ring, Arcane Signet, Lotus Petal, and two blue lands out.
