Don't underestimate the power of the Guttersnipe
Here's the three step plan:
1) Protect Guttersnipe. He wants to resolve and stay alive. We're fine with baiting a Young Pyromancer to get countered early, but Guttersnipe needs to land safely, as well as a mid-to-late game Spellheart Chimera.
2) Counter the board. With all the spell synergy, each counter spell does at least three things, and at most five to six. Dissolve helps sculpt the next turn and keeps the goblin and goat away from threats.
3) Burn burn burn. That's what Goblins love. Magma Jet now does 4 damage, scries 2, generates a token from Young Pyromancer and feeds Spellheart Chimera. Lightning Strike does 5, generates a token, feeds the flier.
To top it off, everything is happening at instant speed. Steam Augury end of turn lets us dig, dig, dig. Shock on turn one keeps tons of little RDW aggro creatures at bay, and late game acts as a flexible win condition. Goblins love tricks, and instant tricks at that, so speed and tons of options are why this deck works.
The sideboard is aimed towards fighting a control war, as well as bouncing and out-tempo-ing hard to deal with creatures, such as Boros Reckoner and Loxodon Smiter. Swan Song is there specifically against gods, hexproof enchantments and Assemble the Legion. It also hits
Boon Satyr
for value. Shock will almost always be the card that we switch out depending on our match-up.
This deck is relatively quick for a tempo build. 2 mana are all we need to keep the board stalled for the first few turns. Our most expensive spell is Steam Augury at CMC 4. The deck is overflowing with syngery and choices each turn, albeit for you or your opponent. They must decide which of our three creature threats to remove, our piles from Augury, and how to interact with our countermagic. In reality, they're always choosing the lesser of three different win conditions.
