So, this deck is literally something I came up with and had some assistance from a friend of mine who doesn't use this site. It brings in all the "Will of the Council" and "Council's Dilemma" cards from both of the Conspiracy sets.

The idea is to pad my votes, however I can, in many different possibilities. I like the build, but I leave this for you all to judge.
