You can tell that WotC intended Magic to be played this way because of the amount of Storm-aiding cards on the Modern banlist.

Anyway, this is mono-U Twiddle Storm that has received a toy in Wish from the new D&D set. This card makes the makes the entire archetype more consistent and resilient.

In case you didn’t know, here is how the best Storm deck in Modern works: (and YES, it is absolutely better than Gifts Storm right now)

T1: Land (maybe cantrip)

T2: Land (maybe cantrip or Merchant Scroll to get Psychic Puppetry)

T3: Lotus Field, untap it, then proceed to draw your deck with Ideas Unbound, Peer Through Depths, and Reach Through Mists, all the while splicing with Psychic Puppetry to keep up the gas. Eventually hit enough storm count to win with Grapeshot.

Pretty much the whole sideboard in this build is dedicated to making Wish work. A typical line is that with at least 10 cards in the graveyard (one of them being Twiddle) and with UUURRR floating, you can cast Wish, get Underworld Breach, Twiddle some more, recast Wish, get Tome Scour, then keep looping until you want Grapeshot from the board, or you can go through your entire deck and finish with Thassa's Oracle.

Other scenarios:

Aeve, Progenitor Ooze - Significantly better than Empty the Warrens. It dodges Engineered Explosives as well. Cast this after Wish, if you have enough mana, in case the Grapeshot plan won’t work.

Galvanic Relay - Run out of gas after a few cards? Set up a glorious return for your next turn.

These other cards can be grabbed during the combo, but often I just bring them in after game 1:

Aria of Flame - pretty much always sideboarding this in.

Hope of Ghirapur - Stops control and other combo decks.

Void Snare, Echoing Truth, Ravenform - a diverse team of “removal.”

Do you like it when your opponent is abandoned to the wasted desert of his or her mind for 20 minutes during your turn? Do you like to do some slightly above average thinking yourself? This might be the deck for you. I mean, solitaire might be for you.
