So basically I took apart pir and toothy because its dumb and everyone hates playing against it and made it the new sultai partners. it's got a similar ish plan to pir/toothy. make ukkima big and then swing, and also do draining. It's just not "oh here's an 80/80 on turn 7" explosive

This is version 1 - I need to spend some time making it good but this is just what I had lying around.
