Vela Commander deck for a local league with a starting budget of $25 (according to mtggoldfish) that will get a $10 upgrade each week from other players.

The goal of this deck is to play dimir creatures that are hard to block, cause nasty effects with them, and/or sub them out with ninjutsu to cause other nasty effects.

Some ways that this is done is by: islandwalk, "can't be blocked", flying, fear/intimidate, "x can't be blocked by y", etc.

There is lots of card draw too (at least considering the budget). There's also a few hidden value gems unrelated to this goal that were too hard to pass up with this budget. Such as Portal Mage , Nighthowler , Clone , Notion Thief , Deathbringer Regent , Memory Plunder , etc.

This deck can be potentially made into a ninja tribal or various other dimir decks

Some noteworthy cards:

Fireshrieker : unblocked Double strike creates two occurances of damaging a player and thus causes most triggers to occur twice.

Banshee of the Dread Choir and Broodbirth Viper : the myriad tokens they create can also be used for ninjutsu too.

Thopter Assembly : Flying and going wide in this deck are both good. Additionally, we get the actual 5/5 on top of that too! Great for when/if we need to sac something too.

Stolen Identity and Voidwalk : cipher on unblockable creatures is awesome. Make sure you place it on the right creature at the right time. Especially Stolen Identity

Mist-Syndicate Naga : It's tokens can make tokens! Remember that!

Two other ways this deck could have gone if I had realized sooner, is focusing on artifact or devoid creatures. at this point however, it is too late haha.

Upgrades/changes are listed above in the "maybe" section but some key ones are:

Wrexial, the Risen Deep , Sword of the Animist , Quietus Spike , all the enchantments listed, Creeping Tar Pit , and Glen Elendra Liege and Kukemssa Pirates

Archetype of Imagination or some other similar card that is cheaper mana-wise would be a very convenient upgrade.

There also is potential small subtheme of interacting with other players graveyards? Havengul Lich , Mirko Vosk, Mind Drinker , Puppeteer Clique , Consuming Aberration , Mindcrank , and Wrexial, the Risen Deep are some examples that would combo well.
