Based on a deck list I saw online for a U/R control deck that uses Master of Waves as the main win con.

Frostburn Weird- Awesome devotion engine that survives our main board wipe, Anger of the Gods. Tons of flexibility, and can become quite the beater when necessary.
Thassa, God of the Sea-Not hard to reach the devotion requirement, but not as easily as mono blue devotion. The scry per turn helps with the draws, which is especially important because of the strong control element in this deck.
Prognostic Sphinx- Great card that is difficult to remove and can really set up the draws, which puts us way ahead of our opponent. Also is a good blocker against Stormbreath Dragon.
Bident of Thassa-Devotion; the card advantage does become relevant when Frostburn Weird and Prognostic Sphinx come into play.
Anger of the Gods-Board wipe that spares all of our creatures
Izzet Charm-Versatile charm that is never a dead draw. Cycles cards, counters spells, and kills creatures. Works like a charm.
Dissolve/Syncopate-Classic counter spells. Syncopate is excellent early game when the opponent taps out.
Jace, Architect of Thought-Mostly used for his card advantage, but against certain decks, his +1 becomes even more relevant than usual
Magma Jet/Mizzium Mortars/Turn / Burn- Each are their own forms of excellent creature removal. Magma Jet is great early game and sets up draws, Mizzium Mortars gets rid of tons of things, and occasionally the overload becomes possible, and Turn / Burn humbles even the greatest of creatures.
Opportunity- My personal card advantage choice. Some people prefer Steam Augury or Thoughtflare, but the other two have more apparent downsides, versus Opportunity being a solid 4 draw.

I took this deck as shown to my local FNM last Friday (1-24-14), and had my first 4-0 ever!
2-0 Simic Evolve?-This was this guys second time at FNM, and he was running an evolve deck and ran creatures and spells you would have never expected to be run in Standard. It was an easy win.
2-1 MBD- A much tougher match up. His hand disrupt took out my Jace, Architect of Thought and then Hero's Downfall claimed my Master of Waves and all my tokens, leaving his Lifebane Zombie and Desecration Demon out to kill me. Second game, my Domestication and Swan Song saved me. On Turn 4, I used Domestication on his Nightveil Specter gaining me 5 devotion. Then when Master of Waves came out, I easily had the board advantage. I countered a Doom Blade with Swan Song, and he scooped after not drawing another kill spell. The last game was much closer, but got into a few bad draws, evident by the fact that he had to Gray Merchant of Asphodel for two.
2-1 Ramp/Gruul: This guy had tons of big creatures that were out of reach of my destruction. He quickly took the game with numerous creatures, and ramped up to massive hydras and Arbor Colossus. Second game I side boarded in cards and played with a more control approach. I quick Pithing Needle to Domri Rade eliminated his card advantage, and early game Syncopate and then Dissolve easily prevented his big creatures for resolving, and smaller burn took out his ramp. Once he seemed out of immediate threats, I began to establish myself (about turn 8 or so) with Thassa, God of the Sea and a Prognostic Sphinx. In the next turn I landed a Master of Waves after a Frostburn Weird. The game quickly ended thereafter. Third game he had to mull, and his his ramp did not appear, so he was playing big creatures strictly off of land mana, allowing me to Turn / Burn big threats as I withered his life down with two Frostburn Weird. Once Thassa, God of the Sea hit the board, it was pretty much game. He scooped after I Mizzium Mortars+Magma Jet on Arbor Colossus.
Round 4: 2-0 MUD- This match was extremely fun, as he was running the more streamline version of this deck. However, my Anger of the Gods eliminated most of his devotion creatures, and when he landed a somewhat strong Master of Waves I could at least always Turn it, killing off all the tokens. Surprisingly, my games were won by Prognostic Sphinx, as he flew over his Frostburn Weird and let me draw answers to his Master of Waves. We both side boarded in similar cards, and he got off to a very quick start (Cloudfin Raptor, Frostburn Weird, Nightveil Specter, and Master of Waves-for 7). I was going to scoop until I top decked the Anger of Gods, leaving him only with the Frostburn Weird and a single Master of Waves. Although he still hit my life pretty hard, more destruction and counters pulled threw for me until my Master of Waves for a measly 3 got enough damage to win.
Although I went 4-0, I know this deck has tons of room for improvement. I felt like a lot of my wins required lucky top decks and the misdraws of my opponents. Suggestions to sharpen this deck are greatly appreciated!
