Main Strategy
The main strategy for this deck is to use the wheel effects to damage your opponents the most. When you play Nekusar, the Mindrazer, opponents will take damage whenever they draw a card which makes cards like Wheel and Deal and Teferi's Puzzle Box key to this deck. With all of the wheel effects it is good to have other cards giving the extra damage from drawing and discarding cards. Spiteful Visions has the exact same effect as Nekusar, the Mindrazer however it will also damage you. Liliana's Caress starts to damage your opponents for the discarding as well. It is most important to start combining your commander with the extra damage cards which is why it is important to have tutors like Demonic Tutor and Diabolic Tutor. If you have opponents that are gaining life and you have multiple cards with the wheel effect in your graveyard, then Kess, Dissident Mage and Magus of the Will are important to use those spells again. There is plenty of mana ramp cards to bring your commander out as fast as possible and keep him out whenever he dies.
Protection and Advantage
This deck is not heavy on creatures so board wipes like Cyclonic Rift and Blasphemous Act will be important to keep opponent's creatures down. Propaganda will dissuade opponents from attacking because they don't want to spend the mana, and Crawlspace will stop heavy creature boards from going on a all out attack. Waste Not is extremely helpful in giving you an advantage from the cards being discarded due to the wheel effects. Lightning Greaves will be extremely helpful in protecting Nekusar, the Mindrazer because of the shroud effect. Once this deck starts taking off, opponents will target your commander as soon as he comes out so this is an extra way of protecting him for a cheap mana cost. If opponents destroy the Lightning Greaves, you can use Academy Ruins to get them back from your graveyard. Library of Leng is another huge card to have in this deck. There are multiple times that you have to discard a card from a wheel effect, and if it is a card you are wanting to keep this lets you put it back on top of your library to draw again and use it.
Combos
There are a few combos in the deck as well. Curiosity + Niv-Mizzet, Parun
Niv-Mizzet, Parun deals one damage to an opponent whenever you draw a card and whenever an opponent casts an instant or sorcery you draw a card. Niv-Mizzet, Parun also can't be countered which can be helpful when pulling off the combo. With the amount of wheel effects in this deck you won't have to wait for an opponent to play the right spell to draw a card either, you can force yourself to do that right away. Curiosity lets you draw a card anytime enchanted creature deals damage to an opponent. This will keep damaging opponents as long as you have cards in your library to draw. With the reappearance cards this can also help keep the combo going by shuffling your graveyard into your library. Hive Mind is a card that will be important to get out because it will copy instant and sorcery cards that you play with the wheel effect. This can damage opponents enough to kill them quickly. It can be dangerous because those same type of spells will be copied if your opponents cast them.
Purpose of the deck
I tried to build a deck that I would have fun with and wouldn't get tired of it. There are a lot of decks with this commander that are close to $1000 and I wanted to keep it lower than that. Some of the more expensive cards in this deck I already own so I added them to the deck which is why it is a little more expensive. However I tried to keep it at a relatively low price. The more expensive cards usually have a cheep substitute that you can find. I found a lot of inspiration for the cards from other decks running Nekusar, the Mindrazer and from some of my friends so a huge thanks to everyone.
