"Rebel Yell" was, at the time, a Type-II casual deck based on the 'Rebel' mechanic that was originally from Mercadian Masques, and returned in Time Spiral. To put it simply, Rebels were a proto-tribe that shared an activated ability that let them search for other Rebels and put them into play for a surcharge over the normal CMC.

Rebel Yell plays like a standard issue White Weeny deck, and it does well for itself, but suffers from not running Modern staples as my commentators have pointed out. I would say that it runs more like a Standard deck in terms of power than a Modern one, which it is by the cards. And not a top-tier one at that.
