A Dimir Faerie Tribal EDH deck with a Shapeshifter subtheme.

This is a budget build with an attempt to make a good edh deck for less that $75.

I kind of went with a Discard/Mill theme as well to kind of show that the Lorwyn/Shadowmoor Faeries collect dreams. Any thoughts? Input? Suggestions on how to improve without going over my $75 budget?
