It's a good start. You need to focus on what your game plan is. You need bounce effects to constantly trigger General Tazri's ETB tutor ability. Deadeye Navigator and Eldrazi Displacer are two possible options.

Conspiracy would need to be included to change the non-Allies you are running into Allies.

Alchemist's Refuge + Seedborn Muse and/or Seedborn Muse + Vedalken Orrery . It allows you to untap each turn, cast stuff if you want, trigger Rally on your opponents turns, cast stuff almost for free.

I really like Captain's Claws in Ally Tribal, which you already included as it can trigger Rally during combat without you having to cast another Ally. Possibily if you didn't have any in hand and couldn't bounce one of your Allies. On that same note, Blade of Selves can trigger Rally as well, and sends one Ally at each of your opponents.

Another random combo you could possibly utilize is, Artificial Evolution + Rooftop Storm . Cast Rooftop Storm and use Artificial Evolution to change the text on Rooftop Storm from Zombies to Allies. Then all of your Allies are free to cast. When combo'ed with Conspiracy you can cast all creatures in your deck for free.

For your mana base which I will have to look at closer tomorrow, you need Chromatic Lantern, Command Tower. Command Beacon couldn't hurt.

Remember that in EDH as it is a Singleton format, redundancy is important. Having multiple cards that give similar effects increases your chances of having that effect. It also doesn't hurt as bad when some cards get removed as you'll have a backup.
