I've built 3 different budget Sygg, River Guide commander decks, so here are my suggestions:
If you're building for tribal, get rid of as many cards that do not fit the tribe as you can, unless they REALLY help your overall strategy. Eldrazi Devastator, Felidar Cub, Serene Steward, Niblis of Dusk, Frost Titan, Stormsurge Kraken, possibly Phyrexian Ingester or Reef Worm, unless you really like the ability. Invocation of St. Traft doesn't seem to be doing much here. I also wonder about Monastery Siege. Scour from Existence does seem pretty pricey, when you have so much other removal. Descend upon the Sinful seems like a double-edged sword, but your mileage may vary.... You could drop 1-2 lands, but I wouldn't go below that.
You definitely need to add Drowner of Secrets, unless you have a bias against infinite combo. Drowner of Secrets + Intruder Alarm + Stonybrook Schoolmaster is definitely a THING. Nothing like infinte merfolk & infinite mill.
