Control decks do generally have a low number of finisher cards. Control philosophy is about restricting what your opponent can do until they can do nothing useful, or potentially nothing at all. When you destroy or exile all of their permanents and counter or discard all of their spells, it doesn't matter how long it takes to win--victory will happen, and they can't act to stop it. This concept is referred to as "inevitability." Even though you don't have your big, unkillable finisher out yet, it's inevitable that you will. A couple of hard control combos are Isochron Scepter + Orim's Chant to prevent all non-instant spellcasting and combat from a player, and Nath of the Gilt-Leaf + Sadistic Hypnotist for constant discard. These are extreme examples, but they show the philosophy well.

As far as the deck you linked, it seems to have been revised since you checked it out--it's a deck with Nezahal, Primal Tide, not Esper with Chromium, the Mutable.

Sen Triplets.

Pillow fort, control, card draw, tutors, plus lots of combo opportunity alongside knowing/using what's in your opponents hand!

Isochron Scepter + Orim's Chant and Helm of Obedience + Rest in Peace are two I run in my Zur deck. You can also put Energy Field out with Rest in Peace.

Then play spells that drain or cause life lose. Like Debt to the Deathless and Exsanguinate. Then there is also pinger stuff like Underworld Dreams.

Burn has a hard time in commander bro.

Erm, my Animar deck is my most expensive deck . . . because I can't justify not playing all the eldrazi titans.

If you go Temur, I'd say Riku is a fun deck to play and less expensive. It's pretty easy to go for just value ETB cards (Acidic Slime, Woodfall Primus, Eternal Witness etc.) and ramp. Or else you can build control with extra turns, red sweepers, and fewer win cons. I'm currently building full clones, which has been enjoyable, but is super pod-dependant.

Key cards I'd say the green hate cards I mentioned, Feldon of the Third Path and Soul of the Harvest if you go creature-based, Counterlash I've loved for controlling builds with just a few big win-cons, Green and Blue zeniths are must haves.

On your own ideas, I think the Azorius deck would be the most fun branching out of play-style for you. I've seen hard-lock Augustus decks with Knowledge Pool, Omen Machine, Eidolon of Rhetoric, Curse of Exhaustion, Isochron Scepter + Orim's Chant , etc. that are a pain to play against but really fun to captain.

Legacy is very stable, but it's also extremely well balanced. The thing with legacy is that it offers every deck the same base power, and then those decks can choose basically any card, any strategy, and it'll be at least somewhat competitive. I mean, there are tournament winning decks out there that use Sea Drake or the Isochron Scepter + Orim's Chant combo, something that could absolutely never happen in Modern. It's honestly pretty amazing.
