For starters, I would really invest in shock lands and keep your check lands if you're rally on a budget.

All the fetch lands really are a must in a 5 color deck.

Crypt Ghast is pretty bad in 5 colors due to your lack of swamps. Even if Urborg is out that's a lot of black mana.

The one thing I will stress is consistency. If you have a combo, it should be with scion because he is a tutor himself. A good combo is Rite of Replication + Scourge of Valkas . Because if you draw the rite, you can switch Scion to the Scourge rather easily.

If you go with the combo route, then tutors are definitely a must-have. I would suggest 8-10 personally. Bring to Light, Tooth and Nail and Defense of the Heart are insane in Scion.

Patriarch's Bidding and Living Death are excellent reanimator cards if you have a haste enabler, preferably Karrthus, Tyrant of Jund, or on somebody's end step with Hypersonic Dragon. An easy combo is Rite of Replication + Scourge of Valkas . Deals 180+ damage.

well, for counter magic I will suggest the Deadeye Navigator + Mystic Snake + Seedborn Muse combo, that just locks opponents out. Deadeye Navigator is a must have for control to abuse cards like Acidic Slime, Molten Primordial, and Prime Speaker Zegana. Swan Song is also a really good counter spell. Desertion is too and you can keep it if it's a creature.

We actually can't go infinite in my meta. But Kiki-Jiki, Mirror Breaker + Zealous Conscripts is a good infinite combo for you though. Rite of Replication + Scourge of Valkas deals 180+ damage across your opponents faces as well.

Prime Speaker Zegana will provide some excellent card draw for you, especially if you can flicker her. Since you already have Perilous Forays, why not run Roil Elemental ;)

Feldon of the Third Path is an all-star for recursion. Think, instant speed Mystic Snake from the yard, or Solemn Simulacrum, or even Craterhoof Behemoth.

Bribery a fantastic way to fetch up your opponents win cons also. It's such a fun deck to play around. but if you really want Khans block then stick Surrak Dragonclaw in there for some protection.
