"I'm gonna make you bend and break."
So I wasn't terribly interested in designing a mill deck until I saw Circu, Dimir Lobotomist and thought that it was so rude I just had to make a deck with him. Here is that deck.
(Unfortunately, Circu has been removed due to not working out for various reasons.)
Before I get to explaining things, this deck is partially based on another deck called deck:An Attempt to Make Mill Competitive, so go check that out if you're interested, and thanks for the ideas go out to that deck's designer. Also, any advice, suggestions, or comments are appreciated!
Mainboard:
We have your basic, good, consistent sources of mill, here: Hedron Crab, Mind Funeral, Glimpse the Unthinkable, and the like.
Inquisition of Kozilek will help us get rid of early threats, which is what we're most worried about. We want to try to put off getting hurt until turn three or four if possible.
Jace's Phantasm is in the mainboard because almost everyone has creatures of some sort. Usually I'm using them as blockers game one, unless I've got two with the ability active. Then I usually race.Ancestral Recall, I mean, Visions of Beyond is our draw spell.
Damnation, while quite the pretty penny, is, as far as I know, simply the best option for keeping the board pristine when necessary. If anyone knows of a budget alternative, or some potentially better option here, please do let me know. Grazi.
Ghost Quarter is an idea I may never have come up with on my own, to be honest. While our deck does not have a lot of colourless mana, we can use this to force Archive Trap, AND in modern, a lot of decks play barely any basics, so if they don't even have one to search for, then we have just destroyed their land for almost free, which isn't very fair.
Sideboard
Extirpate is for fast combo decks like Storm.
Extra copies of Crypt Incursion and Jace's Phantasm for various scenarios.
Negate for the mirror and against people who are trying to counter our precious mill spells. Also against Tron, primarily to be used against their non-creature win-cons.
Lazav, Dimir Mastermind Is in the side-board against anything with great targets, especially R/G Tron. We can race them pretty easily if we've got our own Emrakul first.
Hunted Horror comes in against an opponent using a Leyline of Sanctity on us.
Leyline of the Void as recommended for graveyard hate. Only one copy because the sideboard felt very good already, and Crypt Incursion already does okay for that purpose.Thanks for having a look!

Suggestions

Updates Add

So, I figured this deck would need a lot of work to be even potentially viable, but after quite a bit of testing, it appears to be about on par with, if not on par with, tier two decks. Here are some notes about it's performance so far:
Worst tested matchup: Dredge/Reanimator (for obvious reasons)
Best tested matchup: Combo decks, especially Amulet Bloom. (Mind Funeral Easily gets their one-of combo lands, forcing them to try winning solely off off Hive Mind + Summoner's Pact .)
Cards that do surprisingly well:
Crypt Incursion can buy me a lot of time off of people trying to deal damage to me, whilst having at least some creatures in their deck. Note: it is also a great trump card against any reanimator-based strategies.
Mind Funeral is surprisingly consistent, though I have gotten the dreaded Four Land Mill with it.
Ghost Quarter: Wow, this card. Can force an Archive Trap, Wasteland an opponent, or even allow you to search for a basic to trigger Hedron Crab, or in emergency situations get a second mana of a colour.
