Most decks a Surgical Extraction are great against don't exactly play outside of delver decks mostly. There are a few outliers such as grixes or nahiri control but, in those match ups you tend to fire off surgical before or after a counter war. In those corner cases Extirpate can be better.
However overall Surgical Extraction being cast for is really nice. Against decks like dredge or Abzan company this can be important because that mana is better spent on interaction.

Out of curiosity, what are the matches in which you'd bring in Extraction/Extirpate, besides the obvious ones like combo/dredge?
I've found Split Second to be relevant against blue combo decks (Storm, Nauseaum), Living End since they can combo off at instant speed, Thopter/Sword Tezz, Ux Tron, Through the Breach, and against opposing Relic of Progenitus. My build is very old-school draw-go control, http://tappedout.net/mtg-decks/dark-visions/, so I usually have the one mana to pay for the extra utility.

Maybe you don't own the 4th snap, but every additional snap in your deck is like adding one additional of every instant and sorcery in your deck. No reason not to be running 4x.
Could you see this Narset work in a jeskai shell? Rebounding bolts and helixs is fun.

I disagree on the 4th snap for three reasons: 1. You have to pay the cost of the instant in addition to the snap cost 2. With serum visions you will end up cycling to them 3. If you have 3 in your starting hand you will probably just lose

I really want to shave 1 Esper Charm, move it to the SB vs Combo/Control (maybe Burn), and add in 1 Murderous Cut as it feels oddly missing. It even has synergy with SB Extraction plan.

3 is a very good number in this deck. It allows it to be flexible/versatile, but there's a lot of redundancy with all of the cross-performing, multi-functional cards that you can use to create packages vs different MU's.

Gideon, Ally of Zendikar is better for us than Elspeth, Sun's Champion because we want to be efficient and effective (especially with 24 lands). Ally allows us to turn the corner and close out quicker vs Combo with our hand disruption + extraction plan. This doesn't mean you can't play Sun's Champion out of the SB, but the 2nd Ally is more important than the single Sun's Champion. We're also favored vs Jund/Junk/Eldrazi, but we gain % vs Grixis, Tron, and Combo.

CthulhusNo1FavCultist We play 3 Celestial Colonnade. We may be able to afford 1 more, like Shambling Vent or Creeping Tar Pit (depending on meta), but I like having less tapped lands in a list that plays a lot off T4+.

Pure_Insanity It may seem like the obvious better choice, but we utilize quite a bit, especially for our sequencing. You want to make sure you don't put yourself in a predicament where you have to choose not to play IoK/Seize, Snap/IoK/Seize, or Flashback Souls because you need to have for Countersquall. This deck doesn't care about the 2 life as much as a more aggressive deck would, like Grixis or Mentor. It's worth testing, but may not be better than the consistency of Negate.

StarMonkey Its role here isn't to rely on it or even jam it turn 5. It's one of the decks recovery/stabilizers like Gideon Jura, and is clutch to replenish your life from fetches, shocks, Thoughtseize, and damage from creatures/burn. It also happens to have a lot of synergy in the deck:
Non-creature for Narset Transcendent
Equippable to Snapcaster Mage, Lingering Souls, Gideon, Ally of Zendikar, and Gideon Jura
Immune to Supreme Verdict
It's a fantastic card for this deck's design and gameplan.

RingweMakil Thanks, bud! I'm playing a 2/1 split in the side between Extraction/Extirpate. Extraction is very efficient, especially with Snap, but Extirpate has been great vs decks packing because of counters. I was able to Extirpate Life from the Loam last night, but it would have been countered if that was Surgical Extraction.
