I'm not too sure - probably to avoid any cards over 3 bucks, but I'm down for any suggestions. I don't really do sideboards, but Negate /Essence Scatter would be good. Delver of Secrets  Flip is tempting..a bit situational in this deck - unless I changed some things up, but that strats been overdone.

Well you couldn't go wrong with a few blue staple cards. Remand , Snapcaster Mage , Spell Snare , Serum Visions , Gitaxian Probe .

Also, since this is budget, you could always use Sleight of Hand over Serum Visions if you don't want to spend the extra couple of bucks.

Vedalken Shackles is wonderful for any Mono-Blue deck.

I've actually got some Gitaxian probes - thanks for the suggestions! A set of Remand and a couple Snapcasters would be great of course. The probes alone seem to help, and Mystic Speculation works nicely with it, since I can Buyback and Scry for 6 to dig deep.

I love the idea, but it seems a little fragile. it would be funny to try to protect yourself with a few Sundial of the Infinite s. Triton Shorestalker as your only wincon seems to be a bolt choice, but I can't come up with a better one on the spot. +1 anyways since I thought about a Time Stop deck yesterday but couldn't get my head around how to make it work.

This is a pretty good Storm Crow deck. I like how you're using Storm Crow as a win-con. Not only will they lose the match, they will be killed to death by a Storm Crow

So what do you do when someone responds to you casting Time Stop by bolting or pathing your Elite Arcanist ?

well not counting Timetop, I have 14 other counterspells. I can take a lot of damage - as long as I get that 2 card combo - and stop important cards along the way. Gitaxian Probe lets me know if they have any way to kill it - should I proceed. Otherwise, I wait til I have a counterspell or 2.Once its set, very few decks will be able to stop the artifacts from eventually winning the game. I may have to waste a lot of turns just drawing lands until I can play them (in addition to Time-Stopping) but irregardless - I can win, even with Storm Crow.

ah it is quite vague, point taken! You can end your own turn - to stop instant kill cards (abilities, etc). They're forced to play them on their own turn (which often is less satisfactory). It can either encourage them to fire early (when I play a bigger threat afterward), or they end up saving them - just as I can save up counterspells -at a quicker rate. Undoubtedly, the true benefit is to deck them out with Time Stop, but it can throw a monkey wrench in several decks, and has some interesting situations here and there.

No reason not to use Time Warp to take infinite turns and a substitute for Time Stop . Seems good, as long as you just don't die to removal.

time warp is not an instant so it can't be infinitely re-used with Elite Arcanist

I love this deck, you sir are a God ( call wizards and tell them to print Cyphus, God of dreams) out of curiosity is there any reason you can't run Mana Leak and/or Remand

A couple mana leaks could definitely be squeezed in, or make a good sideboard. Man I'm love to run Remand but with the price price - maybe down the road
