I don't understand the theme or purpose, what are you trying to accomplish?

Looking for a Golgari-themed deck that throws down faster than traditional Mono-black, with early/difficult-to-remove threats like Pack Rat and Lotleth Troll that also has decent mid-game prospects (Reaper/D.Demon), and a draw engine for the late game.

It's a solid deck. I don't see the purpose for the Pack Rat

I would be running Scavenging Ooze in that slot, but it and Deathrite Shaman don't really play well together.

I can't really tell if you are devoted to turbo mill, or if you're just control with a side of mill.If you are going for Turbo Mill, without a budget, I would make these suggestions:4x Glimpse the Unthinkable3-4x Dark Confidant3-4x Tome Scour4x Breaking / Entering4x Crypt Incursion2-3x Mesmeric Orb1-2x Nephalia Drownyard(Maybe) TraumatizeThere's plenty more suggestions but those a just a few. Tell me what you think and what changes you were thinking of! Also feel free to comment on my decks as well!
