is begging to be have a deck built around him like this.
Aqueous Form

Hidden Strings
is already pretty good,
but
Fabled Hero
allows you to cast that Cipher twice.
Keep those heroes well fed with rations of Aqueous Form and Ephara's Enlightenment.
Once they have plenty of steroids, keep
Gods Willing
and Mizzium Skin at the ready to protect them.
And keep your opponent guessing with a couple
Triton Tactics
.
Daxos of Meletis longs for battle, especially with Aqueous Form.
Add to the ranks
Phalanx Leader
and
Favored Hoplite
to round out those heroic creatures.
Notes1) This deck cost about $20 (excluding dual lands and sideboard)
All things considered, this looks pretty good for a cheap deck.
2) I will get Hallowed Fountain and Temple of Enlightenment soon,
but for now I have to settle with just a few Azorius Guildgate .
3) Other cards to consider:
Ethereal Armor, Ordeal of Heliod, Ordeal of Thassa , many from JOU.

Updates Add
Made some updates to reflect what I actually have.
Also added the sideboard, most of which I have have lying around.
This is what I will play at the next FNM.
I included Triton Fortune Hunter because he fits the theme (Merfolk Soldier) and has great synergy with the deck.

Triton Fortune Hunter
will scry and then immediately draw, generating great card advantage.
This works really well in my Agent of the Fates deck, and it works just as well here too.
My Ethereal Armor and most of my Fabled Hero are tied up in my bestow-23-03-14-1 deck, so I have to rearrange some of the numbers.
Having more Favored Hoplite than Fabled Hero might be better, I suppose it depends on the matchup.
I really like Double Strike with Hidden Strings though, so we'll see if I change it back.
I'm looking into getting more dual lands for consistency.
Went through my collection and I only have 3 Guildgates and 1 Temple.
