I tend to try not to build commander decks that are completely reliant on the commander, but this effect was simply too interesting not to. For this deck, keeping the commander alive is quite important. There are a few ways to win: Psychic Corrosion, Laboratory Maniac or other effects of that nature, and I believe that a couple of the planeswalker ultimates could also lead to victory and I would be remiss to not mention the varying incarnations of Niv-Mizzet.

Given the nature of this deck, it is rather budget. Cards that focus on scrying aren't very expensive, so we could splurge elsewhere. If you wanted some big expensive upgrades; one might think about The Locust God, Ichormoon Gauntlet, Ral Zarek, Lighthouse Chronologist, Sphinx of the Second Sun, and Sage of Hours

You'd definitely want to play more into proliferate if taking these routes.
