This is a deck built solely around the Cipher mechanic introduced in later Ravnica sets. I built it solely because all my friends said it was a bad idea, and it wouldn't work. Then i spent three weeks kicking their faces in with it. Victory.

Never keep a hand without one blue mana, as well as either a Dimir Infiltrator or Invisible Stalker. Use infiltrator to get your hands on stalker if you need to. Early game, cast spells like Hands of Binding and Hidden strings by using Invisible Stalker to fire off Ciphered spells. Hidden strings is best used to untap the two lands used to cast it, ciphering it to a Stalker and swinging to untap more lands; blue mana ramp. Use this to your advantage.

Perplex and Dimir Infiltrator will allow you to search out every one of the key cards in the deck via Transmute; do not hesitate to use Perplex as a counter spell in a tight spot.

I like to use Midnight Recovery to fish Dimir Infiltrator from my graveyard and transmute him again to get more Hands of Binding.

The key to winning with this deck is to play defensively. the damage comes on its own. In the late game, drop a Guttersnipe and fire your accumulated cipher spells for a solid finishing blow.

This deck is my personal favorite.
