On a power level scale of 1 to 10, 10 been CEDH and 1 been worse than a precon I would say this is a high 7 lots of big plays and combos to win the game with. Saheeli as a commander has two main functions. The primary function is to make lots of mana, and the secondary been to make the occasional token, this is a distant second in terms of use but does come up usually once a game, maybe. The first thing to note is that you need a lot of artifacts to make mana with saheeli's plus ability. The deck goes about this in two ways one is with mana rocks the other is with a token sub theme. running a large amount of mana rocks works well with saheeli due to you been able to cast them and the immediately and use them to play more artifacts, so you can chain together multiple rocks a turn leading to a bigger plus on saheeli's mana ability. It also means that you have large amounts of mana anyway, so the if you don't have your commander you can still cast your big spells. Starting with the rocks, The deck runs a lot of the usual suspects in terms of mana rocks, there however some note worthy inclusions Etherium Sculptor isn't your traditional mana rock but can save you a lot of mana when casting multiple artifacts a turn, Guardian Idol seems odd considering the power level of the rest of the rock but it synergise with Arcum Dagsson , ensuring you have an artifact creature to sac if you have no other ones around. Storm the Vault   not only creates artifacts that make mana fueling saheeli's plus ability but when it flips it becomes one of the most powerful lands in the game. Treasure Nabber allows you to take your opponent's rocks temporarily and with mycosyneth lattice you can even take their lands. Blinkmoth Urn affects all opponents so is one that you should be careful with, but it should benefit you the most. The last mana rock is ever flow chalice that is fine to cast for 2 mana with one charge counter but can also be made into a mana sink to make a tone of mana on a later turn. You also make tokens to work with saheeli's plus as the tokens are artifacts as well. The main way to do this is with cards like Sai, Master Thopterist , Efficient Construction and Mirrodin Besieged these all tack on extra value for doing what the deck sets out to do anyway, cast artifacts. Mirrodin Besieged is especially important as in the late game you can potentially just cast it and kill a player. The mana sinks are the most important part of the deck, it is what it is all building up to, and how you win. you run the usual the titans kozilek ulamog and emrakul card that can win the game with just a single attack. Void Winnower is one that if cast early enough can lock opponents down and win the game that way or certainly buy you enough time to find the next big spell. there is also Saheeli's Directive that can cast most of the deck. as well as hangerback walker been huge and making a tone of tokens. There are a few honorable mentions as well, ugon the ineffable is amazing, it ramps you for your colorless artifacts and your titans, it draws you cards when the tokens it makes dies, and it acts as removal for most permanents in the game. The deck also runs both Mycosynth Lattice and Darksteel Forge so that all you permanents become indestructible artifacts meaning they all count towards saheeli's plus. There is also a few ways to win the game with this that certainly won't win you any friends with Nevinyrral's Disk out you can repeatedly destroy all your opponent's permanents including lands as they would be artifacts. There is also Vandalblast to do the same as a one off.
