An energy control deck. Based off of the UR control decks that were in the pro tour Aether revolt, such as this one: https://www.mtggoldfish.com/deck/564213#online

The key differences are that this is a budget deck, so no Gearhulk. Instead, your win condition is to play out Aethertide whale, either when the opponent is tapped out or if you have enough energy to bounce it before its ETB trigger. Once you play the whale, you've got a nearly unremovable 6/4 flier, which should be enough to close out the game.

Another key difference is the addition of Aether Meltdown, which shuts down almost every single threat that Mardu Vehicles runs, including Heart of Kiran, and it's decent against some of the threats in the constrictor deck too.
