I agree with all of that. Ideally I'd run Sneak Attack and Quicksilver Amulet but I don't own Sneak Attack yet. Same with Vesuva, but they're definitely on my list of cards to get.

Consider Apocalypse too. Its a great combo with Worldgorger Dragon. And if you have Valakut in play when Worldgorger Dragon comes into play, all the better!

I was so focused on keeping my Snow-Covered Mountain count up I forgot about Cavern of Souls, I'll find a way to squeeze it in. Dragon Tempest is also good but the first ability is moot since my commander gives the dragons haste. I'll try it out.
I ran Dragonspeaker Shaman it but provides no card advantage and comes down when I'd rather be playing a mana rock or spell.

Dragon Tempest is good if you keep your dragon count high. Otherwise, if they keep on being sacced and whatnot, its useless. It does depend a lot on your build.

It is a little difficult to keep them on the board. My meta slings board wipes every turn or two so I really rely on tutoring things out. But it allows me to do the Scourge of Valkas combos without Scourge of Valkas which could be insane value if I can get the right combination of dragons out.

If you are facing down lots of board wipes, the haste could be pretty useful in getting a swing in before they die. I spose it just helps you use the dragons you draw, although it can be a bit mana intensive to hard cast a dragon for one turn's worth of damage.

Thing is Zirilan already gives haste to the tutored dragons and I believe Ruffigan is tutoring them instead of hard casting. Am I right?

That is correct. I hardcast a dragon maybe once a game. It's typically not a problem with mana but with priorities: if it's just gonna die on the next turn or two I'd rather use the mana on tutoring/untapping mana rocks or just leave it up to protect Zirilan with Changeling Berserker or Worldgorger Dragon.

I have to ask though. I never thought about using Changeling Berserker on my own deck. How good is it?
And how are you using your Decree of Annihilation? Hard casting it? Or just cycling it?

The way I look at Changeling Berserker is that I never want to draw it. It's in there just to protect Zirilan or try and combo out with Worldgorger Dragon. For those purposes it is excellent. If your Worldgorger Dragon has been exiled (through Zirilan's effect, mill, Praetor's Grasp, etc.) it can also act as a mini-Worldgorger. You can play Jokulhaups or Decree of Annihilation and use Changeling Berserker to save one dragon/Zirilan and try an eek out a victory. I've used it to save a Rimescale Dragon from Jokulhaups and used the ice-counter to keep a Tajic, Blade of the Legion tapped while I slowly worked them to death.
Conclusion: I wouldn't run it unless you can consistently tutor for two dragons at once. Otherwise it's utility is very limited.
I've used the Decree of Annihilation both ways. It's much better to Worldgorger Dragon by casting it but if you're in a pinch you can cycle it. Also if you've got mana rocks out you can cycle it with little repercussion.

My playgroup is against land destruction (unless I win the game right away). That's why I prefer Apoc over Decree and am not running the later. Besides, Apoc runs smoother on the mana, making it easier to hardcast. But yeah, Decree allows some more competitive options if that's how your playgroup plays. Besides, that explains why you're using so many of those effects.
Berserker sounds fun the way you play it. I might give it a try too in the future. Thanks for both explanations.
Regarding the update, great choices. Next, don't you feel like adding Feldon of the Third Path?

Feldon is very good but my meta hates on graveyards so I'm not running any sacrifice outlets; I use all return to hand, shuffling, and exile. In your build he works great but he will not work most of the time in this one.

How do you guys feel about Repercussion? I've seen a couple builds that use it as a finisher with Blasphemous Act and Balefire Dragon (and Thunder Dragon to a lesser extent).

I don't know. With Blasphemous Act it can be quite counter intuitive though. Your creatures will get the damage too and so will you. The dragon makes it almost a sure win though.
It might work. When you draw it, you fetch Balefire Dragon and kill an opponent at a time. Besides interesting, the combo doesn't require much mana to come online. On the other hand, I think it suits a Boros build better with Mark of Asylum and the likes to protect you.

I tried Crucible of Fire, it just didn't provide enough advantage to keep in. Draconic Roar is a Standard card; the power level is not high enough for EDH.

I'd go with Vesuva too. Its a neat land that copies Valakut, doubling the damage.
Apocalypse is among the best board wippers in red. You might want to run it too. You've got ways to get your hand back, considering some of your draconic options. ;)
Also, Sneak Attack is better than Quicksilver Amulet.
Other than that, It looks quite cool.
