My take on blue devotion, which comes in relatively cheap by comparison by dropping the reliance on Icefall regent. Master of Waves, Thassa, and Shorecrasher are all pretty much required for blue devotion and will likely be the only big costs in the deck.
Anticipate lets you dig without throwing things in your graveyard, and you will generally dig for a Nykthos or more devotion as quickly as possible.
Cloudform has some unexpected synergy with Thassa, Stratus Dancer, and Frost Walker here. Cloudforming a Frost Walker gives you a flying, hexproof 4/1 with 3 devotion, and manifesting Stratus Dancers will let you flip them for bonus devotion and a negate.
Thassa gives you the cry you need to dig for answers, as well as to get the most out of cloudform. You'll also almost always get a cheap indestructible body out of it.
Shorecrasher is an obvious titan in this and any blue devotion deck, with 3 devotion for 3 as well as a myriad of options built-in to the card.
Master of waves drops like a bomb, and hall of triumph keeps his pets alive if they manage to kill him. As well as buffing every other creature in this creature-heavy deck.
Dictate of Kruphix is risky depending on what you're up against, but this deck seems to benefit from the card draw more than your opponent will most of the time.
Silumgar sorcerer is wonderful as an options card - 3 mana creature counter if you have to, 2 devotion if you need it, or both if you have a siren or elemental to sacrifice.
Hypnotic siren doubles as an early game devotion drop, or a late game bomb for creature stealing. 7 mana comes VERY quickly with a Nykthos down.
Bident is wonderful card draw with an added control aspect that allows you to punch through. Especially useful if used right before dropping a hall of triumph.
Side out dictate for omenspeakers if your opponent is in a position to want your card draw more than you.
