Running Mistbind Clique with 4 Scions may as well be a dead card 75% of the time.

I don't understand how Scion of Oona and Mistbind Clique affect each other in a negative way. I would drop your faerie swarms and cohorts, and maybe look into some of the creatures with Prowl. Mistbind Clique should certainly be in here, at least as 1x or 2x.

I dropped the swarms for Mistbind Clique, but I like the Briarberry Cohort for an easy 2 drop 2/2, especially if I can follow up with a Scion of Oona the next turn. Do you think that's too inconsistent to use them?

Have you considered splitting vapor snag with Unsummon? Not that its a huge deal but it can save you from damage to get your Spellstutters Back.
And Military Intelligence is probably good at 4 or none. But I'm an amateur so what do I know?
If you were to take them out, a couple cheap equipments could power you to a kill.

I initially had Unsummon in the deck, but I found myself not using it on the Spellstutter Sprite often enough for the 1 damage to matter, so I switched it out with Vapor Snag.
I like the Military Intelligence if the game runs longer because I'll run out of cards in hand pretty quick with the lower mana curve, and I haven't found a better draw option. If I can finish the game by turn 5-6 it's not as important to have in though.
Sleep alone has won me a ton of games, especially if there's anything with hexproof or protection, they still get affected.
What equipments would you suggest adding?

Well, first up. Have you consider Vial Wizards? It uses a similar shell backed up with AEther Vial to abuse its mana.
Secondly, you would be better off playing more counterspells, less cards like Sleep, Stolen and hands. Ways to keep stuff off board rather than tap it down. Keep stuff off the board and stop stuff like scapeshift resolving
Third, Mutavault.

What would you suggest I pull and put in to add more counterspells? I'm thinking remand is good, gives me a draw and a tempo boost, but what should I pull out for it?

I cant speak to the Aether stuff.
Equipment can be cheap like Bonesplitter
Or a Sword of A and B etc...
I use Sword of Light and Shadow but sometimes with Scion it can be a waste.

As bad as the card is, Curiosity may do a lot of work, especially with Military Intelligence.

I'd say just run the full 4x Cryptic Command and drop Hands of Binding altogether. This is a mid-range / late game control deck, that is where Cryptic Command is its most powerful. Its MUCH more effective than Hands of Binding. Other than that, looks like a fun Fae deck!

i really like AEther Vial in this, it makes your guys harder to deal with. also Phantasmal Image wouldnt be a bad choice either. also for sideboard or maybe mainboard you have some good options like Dismember, Tidebinder Mage, Kira, Great Glass-Spinner, Surgical Extraction and Echoing Truth.

Faerie Miscreant instead of Zephyr Sprite. Not only is it strictly better, but it also is more flavorful with regards to the name of the deck.

16 counterspells is a bit much. I'd just drop 4x Rune Snag. That'll put you down to 12, which is much more reasonable. I'd suggest running 4x AEther Vial in Rune Snags place. It adds another immunity to counterspells for your creatures and, much more importantly, it lets you keep mana open on your opponents turn to cast counter spells.
