Wikd8ball, took a look at your deck. I really like Ashling's Prerogative and Braids, Conjurer Adept; however, yours is substantially different from what I do in my version. It has some budget cards and some outright stupid cards in mine that would never see play, so why not play them, you know? Thank you for the suggestions though.
If there was a hijinx tag for this, that would be how I label this deck. There are no win cons that I really use in here. Sure, Thought Lash could do it if I wanted to win, but that is not the point of the deck. Seriously, the plays this deck has made around kitchen tables are outright hilarious. It has been the bane of any serious deck in a group setting, which I kind of like. Games tend to be more interesting and you never know what can happen in a turn. That, and it makes people that want to win work hard for it >:D

Did not mean to say anything that came off as rude. I feel that the control could be vicious enough to win with Zedruu as a commander, but I think it is just too much fun to not play silly aspects of these colors. By far my favorite EDH to play.

No Celestial Dawn. Really trying to use chaos type effects that make strategies difficult to deploy in games. This goat just wants to watch the world burn.

If you really believed in chaos you'd play Timesifter! I had one out along with Paradox Haze. One of our players had to get out a pen and paper to make sure that one day we would each get all of the extra turns we won. LOL!

I realize you're trying to make a budget zedruu deck, but you should take a look at my deck. You might get some ideas. I don't like instant win-cons like thoughtlash or celestial dawn, I like to draw it out. It's a deck that will always be 'in progress'.
Take my things, I insist!
Usually if you want to go the budget-friendly route, you might add Braids, Conjurer Adept with a metric ton of steal effects or chaos effects. If you don't like that, you could also try a Sunforger with a bunch of red or white instants. You might even combine those tactics.
Two things I definitely noticed that were missing from your deck are Homeward Path and Brand - they are basically your 'oh sh!t' button.
