Coom-ena, Tyrant of Orazca: Tapper of Merfolk, King of Pumpin'

AKA: I Will Now Proceed to Pleasure Myself with This Fish

This Budget EDH Deck uses Kumena, Tyrant of Orazca as an engine for card draw and +1/+1 counters. This deck is Merfolk-tribal, with Monarch and Ascend subthemes.

The goal of this deck is to play Merfolk, and use Kumena, Tyrant of Orazca to tap them (giggity), providing us with card draw and pumping our board with +1/+1 Counters. Untap sources like Kiora's Follower, Merrow Commerce, Quest for Renewal, and Merrow Reejerey further enable this.

Early game, we should focus on drawing cards and ramping for mana with our Explore Package, including cards like Enter the Unknown and Path of Discovery, combined with Explore, Growth Spiral, or an early Court of Bounty. Kumena's Awakening can also provide good early card draw, at the cost of also helping our opponents.

Meanwhile, we should focus on developing a board of Merfolk. Cards like Deeproot Elite, Hadana's Climb  , and Forerunner of the Heralds can serve to empower our board early. Lord effects from Merfolk like Master of the Pearl Trident, Merfolk Mistbinder, and Merfolk Sovereign helps beef-up our board alongside the +1/+1 Counter-givers.

Deeproot Waters helps us by generating tokens, while cards like Emperor Mihail II and Aquatic Incursion also create tokens while providing other elements of support as well. Reflections of Littjara gives us a free Clone of every Merfolk spell we play (including noncreature ones like Merrow Commerce) and can be an absolutely value-blowout.

Once we have assembled a stable boardstate complete with buffs, we can shift into an aggressive position, swinging our opponents with huge schools of Merfolk. Kumena, Tyrant of Orazca's first ability can let him get in there too, while stuff like Winged Temple of Orazca   can help pump him or another big creature.

Secondarily, we can use Monarch and Ascend to provide card advantage and value, taking advantage of the unblockable effects from Kumena, Tyrant of Orazca's first ability, Herald of Secret Streams, or Keeper of Keys to take back the Monarchy. Additionally Regal Behemoth lets us double our mana.

Denial and protection effects from cards like Dawnglade Regent, Svyelun of Sea and Sky, or Kopala, Warden of Waves help keep our board safe, while removal and counterspells from Rapid Hybridization, Negate, and Lullmage Mentor help us deal with threats or board clears, the latter of which our deck is vulnerable to.

Special note goes to Lullmage Mentor which synergizes with Vodalian Hexcatcher, forming a combo.

  • Lullmage Mentor creates Merfolk tokens whenever we counter a spell.

  • Vodalian Hexcatcher can sacrifice those tokens to counter spells.

  • Together, they create a soft loop of sorts, allowing us to have a renewable source of counterspells.

Recursion from cards like Mystic Sanctuary, Salvager of Secrets, and Shipwreck Dowser help us get back our spells, while Creeping Renaissance helps us get our Merfolk back should our board get wiped.

The deck aims to win using Wanderwine Prophets, which can give us a bunch of extra turns as long as we have enough Merfolk to continue sacrificing. Kiora, the Crashing Wave's Emblem, should we get it, can also help us close-out games by creating an endless supply of massive Kraken tokens. During longer games, Hurricane can provide the burst needed to end the game, or even one-hit-kill opponents with the help of Regal Behemoth.

Possible Card Replacements:

Replace Kumena's Awakening w/ Kindred Discovery — Market Price aside, Kindred Discovery is basically strictly better than Kumena's Awakening in every circumstance. Howling Mine-type effects are already weak, and get much much worse in EDH where you have multiple opponents. Even with the Ascend effect, Kumena's Awakening tends to give our opponents too much to justify running in more efficient decks.

Replace Reflections of Littjara w/ Empress of Galina — Empress Galina gets a lot of use in this deck, thanks to the abundance of tap/untap effects. However, she's a little too expensive for our budget. If you can afford her, I'd recommend slotting her in.

Replace Mistcaller w/ Intruder Alarm — Intruder Alarm is about $12 USD at the time of writing this, making it a bit too expensive for our Budget. However, if included, it can serve as another untap engine for our Merfolk.

Replace Canal Courier w/ Seahunter — Seahunter is a great tutor. Being able to cheat a Merfolk from our deck directly into play is potentially huge. However, it's a little pricey. If you have it/can afford it, I'd definitely include it.

Replace Merrow Reejerey w/ Seedborn Muse — Seedborn Muse is one of those really strong cards that a deck like this would love to run. Not only does it untap our Merfolk, but everything else too. It's $16 USD though, out of our price range.

Replace Merrow Commerce w/ Murkfiend Liege — Same as above.

The 'Explore Package' can be swapped out for more traditional forms of Mana Ramp and Card Draw, if Explore isn't to your liking.

Replace Explore w/ Harmonize

Replace Growth Spiral w/ Distant Melody

Replace Enter the Unknown w/ Sylvan Scrying

Replace Path of Discovery w/ Explosive Vegetation

In addition to Master of the Pearl Trident, who we already run, it's also possible to slot in some Islandwalk support like Lord of Atlantis, Tidal Warrior, Tideshaper Mystic, and Streambed Aquitects. Even Quicksilver Fountain could fit. Islandwalk would be run in addition, or as an alternative to, Unblockable, should you wish.
