In-deep description of each cards:

Creature that grow proportionaly to the milling:

Wight of Precinct Six, Mortivore, Nighthowler and The Haunt of Hightower: Those all get bigger with the number of creatures in graveyards (only yours for Wight of Precinct Six)

Sewer Nemesis: Unlike those aboves it cound every cards in one player graveyar and mill when that one player cast spells.

Consuming Aberration: Same as above but crazyer since it count all opponents graveyard and mill like a mini Mind Funeral for each spell they cast.

Creatures with tap/untap upside:

King Macar, the Gold-Cursed: Cast a Gild went it untap.

Creature who mill

Dreamborn Muse: Got some nice incremental mill.

Fleet Swallower: Literally cast a Traumatize when attacking.

Sphinx Mindbreaker:

Mirko Vosk, Mind Drinker: Do a Mind Funeral on damage.

Nemesis of Reason: Virtually cast a Glimpse the Unthinkable each time it attack.

Walls:

Tree of Perdition: Get to mill a lot once it exchange it 13 life for 40 and then use the mill ability of Phenax.

Wrexial, the Risen Deep: Less a wall than a powerhouse, it got a lot of thoughness tho.

Utility Creature:

Trinket Mage and Tribute Mage: Many combo piece of this deck are artifact based, get the one you need with those.

Combo creatures:

Undead Alchemist: The more you mill, the more zombies who mill you get. Note that Wight of Precinct Six is the only other zombie maindeck.

Duskmantle Guildmage: He could count in the mill category, but its first ability can outright kill players.

Eater of the Dead: This creatures is a touch of dead if you got our commander on the table.

Painter's Servant: Infinite combo with Grindstone.

Instants:

Shred Memory:

Visions of Beyond: Its an Ancestral Recall, at least in this deck, even better on an Isochron Scepter.

Brainstorm: Just plain good and tutorable with Merchant Scroll, can go on an Isochron Scepter.

Counterspell: The one and only, put it on an Isochron Scepter if you feel nasty.

Negate: A not so narrow counterspell, can also go on an Isochron Scepter.

Muddle the Mixture: A creature countermagic who can be a tutor, can go on an Isochron Scepter, not for the Transmute unfortunatly.

Evacuation: Instant speed wipeboard.

Cyclonic Rift: Spot or mass removal, can go on an Isochron Scepter, not overloaded unfortunatly.

Vampiric Tutor: Instant speed tutor, can go on an Isochron Scepter.

Go for the Throat: Can go on an Isochron Scepter and is a good spot removal all around.

Sorceries:

Demonic Tutor: Its the card you want it to be.

Life's Finale: Wipeboard with ''mill'' implemented.

Merchant Scroll: This do tutor many kind of interesting blue instant, Many kind of countermagic such as Counterspell or Muddle the Mixture, the later is also a tutor, Removal with Go for the Throat,Evacuation or Cyclonic Rift or card draw with Visions of Beyond and Brainstorm.

Fabricate: Can tutor some fun artifact.

Traumatize: Mill more the bigger the library targeted is.

Mind Grind: The commander version of Mind Funeral where X can be huge.

Enchantments

Intruder Alarm: Untap madness for Phenax.

Memory Erosion: Mill as our opponents play spells.

Psychic Corrosion: Mill as we draw cards.

Propaganda: A pillowfort card.

Fraying Sanity: Double mill count.

Bloodchief Ascension: Infinite combo with Mindcrank. Even without this combo it can get a lot of damage from mill.

Artifacts:

Sol Ring, Mana Vault, Thought Vessel, Basalt Monolith, Dimir Signet and Talisman of Dominance: Those are the mana rocks of this deck, they all have thier twist, except Sol Ring because its Sol Ring.

Bonehoard: This can count as a creature that grow proportionaly to the milling, but it can make a creature one of this kind too. Best used with Altar of Dementia.

Grindstone: Its a mill artifact who can be a great mana sink.

Altar of the Brood and Mesmeric Orb: Great incremental Mill.

Altar of Dementia: Almost all of our creatures are toughness based but the creatures who grow proportionaly to our milling also get attack, so use this altar on them for the final mill.

Mindcrank: Infinite combo with Duskmantle Guildmage second activated ability or Bloodchief Ascension. If not, its incremental mill, most effective this way in multiplayer.

Isochron Scepter: This deck got a lot of instant too put on.

Keening Stone: A reverse version of Traumatize who recur itself.

Thousand-Year Elixir: Creatures can now use Phenax ability at once they entered play. It can aloso untap a creature.

The Chain Veil: Combo with Teferi.

Folio of Fancies:

Planeswalkers

Jace, Memory Adept: Its the mill Jace, all his abilities are a mill somehow.

Tezzeret the Seeker: This deck got a lot of artifact to tutor.

Teferi, Temporal Archmage: Mostly here so he can untap stuff, at worse he's a repeatable Sleight of Hand.

Ashiok, Dream Render: Screw opponents tutor, mill and graveyard hate on one card.

Lands:

Islands and Swamps: Path to Exile is also played in commander.

Vault of Whispers and Seat of the Synod: The artifacts land have te upside of being tutorable via artifacts tutors.

Command Tower: A most in every commander who play more than one color.

Watery Grave, Underground River, Temple of Deceit, Dimir Aqueduct, Darkwater Catacombs, Drowned Catacomb: Those are all land who give our two needed color with a twist, setback or upside.

Halimar Depths: Can fix topdeck

Shelldock Isle:

Bojuka Bog and Scavenger Grounds: Exile that graveyard to prevent graveyard based strategies.

Reliquary Tower: Prevent overdraw.

Nephalia Drownyard and Ipnu Rivulet: Mill lands.

Rogue's Passage: Give unblockable, on the best case, to creature who care for doing damage to an opponent like Guiltfeeder, Mirko Vosk, Mind Drinker or Wrexial, the Risen Deep. Its also good with creature who grow proportionaly to our mill who get huge but have no evasion.
