I agree with Smeagol on Doubling Season you could also go with Primal Vigor, it only doubles +1/+1 counters and could help your opponents, but costs less $. Beastmaster Ascension could also be good, another target for your proliferate and makes even your smallest creatures a threat.
Also, Skyshroud Elf wouldn't be legal in your deck, it has a white mana symbol in the rules text, which isn't in your commander's color identity. You could replace it with Wood Elves Keeps your elf count the same, and helps with ramp and mana fixing... can get Stomping Ground or Breeding Pool (if you get one)

Thanks for the help guys!!! I will definitely look into Primal Vigor unfortunately Doubling Season is outta my price range. I didn't realize that Skyshroud Elf was illegal because it could filter outside the commander colors... will look into a replacement! I have been attempting to find a Contagion Clasp but no one seems to have one for trade... might have to break down and buy it! Thanks for all the help! Any other ideas and suggestions are welcome! Also curious if Vigor would fit this deck

Vigor would definitely do well in here, if you have one. Here are some other suggestions:
Hardened Scales is super good.
Everflowing Chalice is a rock that will gain value from proliferation, as is Astral Cornucopia. The Chalice is a better card imo, but with three colours your deck might be better off with Cornucopia. It's strictly better in this deck than Coalition Relic.
I'm not sure how much work Rogue's Passage would do. If you think it provides enough value, keep it in, but it seems like just a colourless land in a deck with so many trample creatures. You might get more value out of Alchemist's Refuge or Novijen, Heart of Progress, as far as utility lands go.
Chasm Skulker provides value upon death. Champion of Lambholt is good, too.
If it's within your budget, Kalonian Hydra is amazing in decks like this.
Forgotten Ancient, Spike Weaver, Master Biomancer all do cool counter things. The Weaver is unlimited Fog if you can keep it healthy, while the other two are threats that need to be immediately killed, or will quickly win you the game.
Darksteel Reactor and Magistrate's Scepter are alt win cons
Cultivate and/or Kodama's Reach are pretty solid, consideer them over Journey of Discovery or some of your mana dorks.
Bramblewood Paragon, maybe? If you're looking for an Elf replacement for Skyshroud Elf idk pseudo Warrior tribal too lol

You have access to green land acceleration; you don't need these second-rate artifacts. They're less useful and more vulnerable to removal.
I'd flat-out remove: Wayfarer's Bauble, Simic Keyrune. I'd reconsider Temur Banner, but it is themey. Coalition Relic and Darksteel Ingot are okay but they wouldn't be at the top of my list for this deck. All of these are effectively 3-mana rocks or accelerators.
Look into some things like: Cultivate, Kodama's Reach, Rampant Growth, Peregrination, Explosive Vegetation, Search for Tomorrow. I tend to prefer 2-for-1 land tutors; most of them are better than your artifacts.

Well I like the mana rocks as they can be sacrificed to Throne of Geth though the Astral Cornucopia looks really nice. Will definitely be trying some of these suggestions!! Will update the list soon with improvements!

Sacrificing the rocks to Throne of Geth seems like a pretty bad trade-off to me. Throne taps to do its thing, meaning you only get one a turn cycle, barring shenanigans.
Maybe consider things that proliferate as mana sinks. One I can think of is Viral Drake (infect as alternate win con, too), but there are more. If you switched some of the rocks to straight ramp and ditched Throne, I think you'd be a lot better off. Proliferating as many times as you can afford, more resiliant mana sources, not sac'ing them, etc.

I'm not a big fan of Burst Lightning. I'd rather use one of these: Fissure; Punishing Fire; Turn / Burn; Aftershock. The gist of it here is I think you can do better, I'm just not sure what you want to prioritize.

If you ever decide to change your commander, it has to be Progenitus! xD the mest awesome hydra...ever! But, your mana pool would need some serious work, and it won't fit the proliferate theme as well as your current. Mostly suggested for fun.
Ever considered Kalonian Hydra? One of the hydras I've personally had the most fun with. Especially if you combine it with Xenagos, God of Revels.
I could, if you'd like, suggest a ton a non-budget options? But I don't see the point, especially not when the deck is as fun as it is, in its current state.

Nice first build. I would love to see a Contagion Clasp in this deck. It's a cheap spell that can target any creature and slowly whittle it down to nothing with -1/-1 counters while you proliferate your +1/+1s.
Another must-have (in my opinion) is Doubling Season. In any of my token or counters Commander decks, it has been a huge boon and I've never regretted having one on the battlefield.
