I don't know how nudge your budget it but to stay on land screwing theme lol, splash red and play some land destruction too? And bedalm reveler. I mean you can argue that the deck would kinda be going another direction. Thing in the ice and revelers are good cards in any deck that plays vast amounts of instant and sorceries. Regardless of budget or not they like decks like this.

A few options for back up finishes are Delver of Secrets  ^Flip and Faerie Conclave you could tryPull from Tomorrow for card draw. Also Annex could be helpful in here maybe try Aquitect's Will

I'd also consider Disallow, like Squelch it hits fetches but also gives you a bit more interaction.

Perhaps splash white for Rule of Law or just use Trinisphere?

Exhaustion? Isochron Scepter for recurring Boomerang?

You could try Nimble Obstructionist as it hits fetch lands and can be a creature

I'd take out the disallow for Trickbind and perhaps Include Opt in the main board If you're going to run the 4 of scepter you might as well have as many scepter targets as possible :) also Unsubstantiate is a personal fave of mine
