Consuming Aberration is kinda high cmc unless I wanted to trade him out for Jace, Memory Adept. Also Psychic Strike only mills two cards so its high cost isn't worth it. The goal of the deck is to be able to rapidly mill through the opponents entire deck without having to worry much about threats because I'm either ignoring them and racing for the win or because I have a 5/5 phantasm or a Darkness. The sluice might go nicely though, especially if I have zombie tokens in play.

Circu, Dimir Lobotomist may find a place in my sideboard as a replacement for Undead Alchemist because he helps prevent combos from occurring as well as a slow mill.

Well, you're splashing white, so you have plenty of answers to Leyline of Sanctity, the two that first come to mind are Erase and Mortify (the latter being flexible creature removal as well).

I honestly think that 4 Ghost Quarters is 1-2 too many. It is very important for this deck to have colored mana sources during the first few turns, and often having a colorless land means you won't cast your spells on time. You also have enough cantrips that I'd just cut down on some of your lands to add either more threats or more defense. For threats you could add a pair of Snapcasters or put some Phantasms back in the MD. You could also add another Ashiok. For defense you could throw in a pair of Ensnaring Bridges or (once again) add a pair of Phantasms to block with. Other than the one land issue, this looks like a very clean list. +1 for mill!

Thanks guys. I moved 2 of the Ghost Quarters out of the main board and moved the Jace's Phantasms back to main board. I really like the versatility of Mortify so I put 3 of them in the sideboard.

If the game ends up going later than you want, maybe try Mind Grind As a finisher for when you have lots of leftover mana. It will be a better late game version of Mind Funeral. Speaking of which, Mirko Vosk, Mind Drinker Is a solid mill creature that is pretty much a Mind Funeral on a stick.

Thanks Wrk0423 but I've tried to use Mind Grind and for it to work better than a mind funeral I have to pay at least 7 mana and thats just not worth it when I have the same card for 3. Also, I've tried several Dimir creatures like Mirko Vosk, Mind Drinker and Consuming Aberration but they are either just to slow or they get murdered before they can land a punch.

Drop 2 Mind Funeral for 2 Trapmaker's Snare they will work great with Archive Trap and even better when you sb in Ravenous Trap

plusmental, I like your suggestion but I moved the Mind Funeral to sideboard because its powerful against burn and I didn't want to get rid of it completely

I actually don't like that change. There are many decks in Modern that don't use fetchlands or search their deck in any way. For consistency's sake, I'd reverse that and run the 4 Funerals in the MD with the Snares in the SB to bring in aginst decks that you're sure they'll work against.
Also, due to the recent bannings in Modern and the impending meta change, going back up to 3-4 Ghost Quarters might not be a bad decision thanks to all the Tron and Eldrazi decks running around.

I agree with the statement about the Ghost Quarter but I believe that more decks search than don't and the Path to Exile and main board Ghost Quarters serve as forced searches.

I like fog bank as a bullet sponge personally. It'll block for days without dying. Just hope they don't use trample or any destroy creature spell
Also if you manage to drop a consuming abberation successfully you'll feel great
