Mono Blue Mill Legacy Deck.

This was my first deck tweaked and built over time. It's a bit slower to start and could always use tuning, but when it works it pops off and is VERY fun to draw. Works best as Emperor in the Emperor format because it's all indirect damage and mill. Do what you want, draw for days, and have fun milling to death.
