The thing that people like to forget about Niv-Mizzet, Dracogenius is that he doesn't tap for his draw ability. Sure Niv-Mizzet, Dracogenius draw ability costs more upfront than Niv-Mizzet, the Firemind but Niv-Mizzet, the Firemind only allows you to draw once a turn and you then can't block with him. By the time you play Niv-Mizzet, Dracogenius you will be able to activate his ability at least two times. That means you can draw at minimum 2 cards, do 2 damage to your opponent and you can still attack/block with Niv-Mizzet, Dracogenius.
Anyway, nice deck. I enjoyed looked at it and I might have to try it.

Do you really need 12 mana dorks? I think you can cut the Palladium Myr for something better. Like mainboard Lightning Bolt, for example, or more Thundermaw Hellkites.

Kaitoghost, I understand what you mean. 12 Ramp creatures seems a bit like overkill, but I'll explain why I chose this spread.
I found myself in some awkward situations after dealing damage to my opponent using Niv-Mizzet, Dracogenius's effect and drawing a few cards. I ended up with a few Dragons in hand, sometimes even Utvara Hellkite.
And I thought "Damn it, if I had enough mana I could cast these now, and swing next turn."
Another problem I ran into: Having enough mana to cast my Dragons but not having enough for my Counter spells. As aggressive as the deck is, I really prefer not to just leave my Dragons vulnerable.
For these reasons, I decided to include a high number of Myrs. They can also swing in for decent damage after I wipe the board with Whipflare. And they make good targets for Call to the Kindred if I don't have any Dragons on board. At the very least, that way I can accelerate through the deck and draw into the good stuff.
I hope that all makes sense, sorry for the long comment lol
In the end though, it's all player preference. If you prefer more dragons then by all means, go for it!

I don't know if you want you add this but something to maybe consider adding to the deck is Izzet Signet. It would allow you to add 2 mana to your pool for the cost of one.

Dragonstorm is a really fun card. With cards like Manamorphose, Seething Song, Rite of Flame or Desperate Ritual you can ramp up the mana very quickly to cast it and pull out a bunch of dragons on turn 1. Most people use Bogardan Hellkite for an instant win, but in casual that isn't too much fun for your opponent.
Spellbound Dragon isn't bad, if you're going to be drawing lots of cards, you can toss away expensive dragons to try and get that early win.
If you went mono-red, Geosurge would be awesome mainboard.
Spinerock Knoll can get you cards out for free too. Almost.
Preordain also not a bad card.

JetUppercut, I actually was trying out Dragonstorm in this deck as well as my other Mono-Red one, but after Seething Song got banned, it's become rather difficult to consistently win with Dragonstorm into 4 Bogardan Hellkites. Sadly, mana produced by Geosurge can only be used on creatures and artifacts.
I do like Spellbound Dragon though, it would be great if I'm racing against decks that like to win fast. I'll add it to the description as a budget alternative to Thundermaw Hellkite

The_Wolf_Pack, I use Whipflare because it won't kill any of my Myrs, so it's like a Pyroclasm but only on my opponent's creatures.
Of course I do side it out if I run into a deck that's also running Artifact creatures.

Nice deck then again I'm a fan of Izzet and Dragon decks while a complete fanatic of Izzet Dragons I would like to go against yours with my own more long winded deck title yet it too is pretty sweet and my pride and joy...is a turn four Dracogenius with haste explains much?

Gotta love how people put their decks with '1st at FNM!'.. You did this twice with a pretty poor deck for modern standards and you lost credibility. Either your FNM only has 2 players playing pauper decks on modern nights, or you are so impressed by +1's on Tappedout that you will just lie about it. There's no way this deck can stand up to a decent meta. Sure the concept is alright, but honestly. You have no chance winning modern tournaments with this. Not even FNM.

I kinda have to agree with markbass, its fine for a casual table top deck but by no means is this even close to modern competitive. The first place at fnm just kinda makes you lose credibility and showcases to the world you have no idea what you are talking about/doing.

Hey! Awesome deck and description! I always wanted to see a playable izzet dragons deck, congratulations for the courage of creating this!
Btw, I have some suggestions, not sure what to take out for then, but your deck could use some to become more competitive:
-Fling: extra spot removal, and potentially finish the game one turn early. Nice with Utvara tokens.
-Crimson Wisps: Potentially finishes the game earlier, packed with the sweet card draw.
-Warden of Evos Isle: Cast your dragons early and sometimes annoys the oponent with his 2/2 flying. Uh... Forget, you got Whipflares... But if you trade then for Lightning Bolts or Vapor Snag he could be your new ally.
-Pact of Negation: you know, extra protection for dragons. Costs 0 so use When your mana is depleted by having summoned a huge dragon. Also its second cost is cheaper than another dragon so you may have no problems with it using 1-3 copies.
Maybe also add some one-drops, casting something during turn 1 makes difference sometimes.

This deck is NUTS!!! I absolutely love it! I like the Dracogenius more than the Firemind too. But I never really got in to a good working deck. I do not like them 8 drops that much but i like the options you gave.
Now I will need to save some money!

Have you considered Myr Galvanizer instead of Palladium Myr? If you like mana ramp so much, why stop anywhere short of infinite?

Oh my god, I just love Izzet Dragons. My first standard deck was Izzet Dragons, and it did relatively well. This deck is amazing and I love it. Can't think of anything that I would change, as the deck seems pretty solid. +1 from me!
