I've playtested this a few times and while the overall strategy is surprisingly effective, your mana base isn't helping with consistence. With so many mana-intensive spells, you want more rainbow lands, not only City of Brass - Mana Confluence needs to be in there. And I'd run some fetchlands plus a couple Hallowed Fountains / Breeding Pools instead of those pain lands.

Mystic Speculation should definitely be in your mainboard. And any blue deck that needs to set up its draws should run Sage of Epityr. It's basically Index on a 1/1 stick, after all.

Other than that, really good job! You turned Manifest into an interesting concept, and that's worth an upvote for sure. +1

Cards that you might want to consider: Serum Visions, Sage of Epityr, Flickerwisp, Phyrexian Metamorph, and Gods Willing. If you have any questions about any of these, I would be happy to elaborate on my thoughts. (also, I'm not totally sold on all of these suggestions myself; I just think they're worth some thought and testing)

Rather than Birds of Paradise might I suggest Knight of the White Orchid. About to get a reprint, slows you down by only one turn, can be flickered to get multiple land, you're playing no ramp and Path to Exile so it should get plenty of triggers. Possibly even run a few copies of Selesnya Sanctuary and/or Azorius Chancery for both mana ramp and more reliable triggers for the Knight.

An alternative that ensures you have the extra mana turn 2 is Elvish Pioneer which can also be flickered to ramp further if you have the mana to hand.

I don't think Knight of the White Orchid is a card you want to play. It slows you down an entire turn or two. This deck is supposed to be T3 Progenitus. And just because it can flicker it doesn't exactly speed you up with the ramp. Selesnya Sanctuary or Azorius Chancery? The reason why you don't want to play them is because you want that turn to filter through cards and set up an Emrakul, the Aeons Torn.

I'd say the deck needs fetches to shuffle more often. If you hit nothing with Index you're stuck with 5 turns of doing nothing.

I'd consider a side board at the least 1-3 Boseiju, Who Shelters All for control matches like twin and other sorts

Just my opinion, but City of Brass is a hindrance compared to Mana Confluence as I can tap your City and you take a damage, where as you only pay life to add a mana with Confluence. Add in Abundant Growth and you negate the pay 1 life effect with Confluence but not with City.

Boomstick022 Your opinion is correct, this was just, afterall, a test deck. It had great success on the site but I'm still working on many improvements when I have to dedicate to it. Thank you for your suggestion

+1 for the creative deck. its something i haven't seen (until now) and i cant wait to abuse it. only thing i can say is that Index should probably be something like Mystic Speculation because mystic spec allows you to get rid of cards you dont want. if you index into 5 cards you dont really need right now, then there is nothing you can do about that.
