A lot of people say goblin decks as an easy way to get into Modern. They are cheap and sometimes can be effective. So here is a budget-ish list that can be upgraded to an awesome goblin deck but works the way it is.

The main idea is get out a lot of goblins with Dragon Fodder and then boost them for lethal with Goblin Chieftain and Goblin Bushwhacker's kicker. Don't forget Legion Loyalist who gets those goblins to have first strike and trample.
